About this opportunity
The Fish and Wildlife Service seeks herbicide application treatment for hazardous fuels reduction across approximately 110 acres of woody invasive species at the Upper Mississippi River National Wildlife and Fish Refuge in Winona, Minnesota, with quotes due October 2 at 5:00 PM EST. This is a Total Small Business set-aside on a firm-fixed-price basis.
Work is performed at two treatment units: Wabasha Prairie (60 acres, to be treated May 1–June 15, 2027) located at 14002 645th Street, Wabasha, Minnesota, and Halfmoon Landing (50 acres, to be treated July 15–September 15, 2027) located at 12067 622nd Street, Kellogg, Minnesota. The overall period of performance runs May 3–September 30, 2027, with Monday–Friday work schedule excluding federal holidays.
Target species include buckthorn, honeysuckle, Siberian elm, white mulberry, black locust, sumac species, and Siberian crabapple. Approved herbicides for foliar spray (plants less than 4 feet) are triclopyr triethylamine salt or triclopyr choline (Element 3A, Garlon 3A, Renovate, Triclopyr 3, Vastlan). For cut-stump treatment (plants over 4 feet), triclopyr butoxyethyl ester with bark oil carrier or tank-mixed with isopropylamine salt of imazapyr is required (Element 4, Garlon 4 Specialty Herbicide, Garlon 4 Ultra, Pathfinder II, Remedy, Remedy Ultra, Triclopyr 4 RTU, Arsenal). All applications must use hand/wand/dauber methods only; broadcast spraying is prohibited. Contractors must hold a current Minnesota Pesticide Applicator's License and conduct an on-site meeting with refuge staff before work begins.
Quotes must include total project cost per treatment unit and overall, price validity period, herbicide confirmation by brand name or equivalent, and compliance with Department of Labor Wage Determination 2015-4965 revision 31 for Winona County, Minnesota. Evaluation uses a Best Value Trade-Off approach, prioritizing technical acceptability and three examples of similar completed work from federal, state, or local government projects over price. Site visits are scheduled for September 25 and September 30, 2026. Submit quotes via email to khalilah_brown@ios.doi.gov. NAICS 238910; PSC F006.
