About this file

This is a Statement of Work for woody invasive species treatment services at the Upper Mississippi River National Wildlife and Fish Refuge in Minnesota, issued by the U.S. Fish and Wildlife Service (USFWS).

The contractor must treat woody invasive species through foliar spray applications for plants less than 4 feet in height and cut-and-stump treatments for plants over 4 feet tall. Target species include buckthorn, honeysuckle, Siberian elm, white mulberry, black locust, sumac species, and Siberian crabapple. Approved herbicides for foliar application are triclopyr triethylamine salt or triclopyr choline (specific trade names listed: Element 3A, Garlon 3A, Renovate, Triclopyr 3, and Vastlan). For cut-stump treatment, triclopyr butoxyethyl ester with bark oil carrier or tank-mixed with isopropylamine salt of imazapyr is required (approved trade names: Element 4, Garlon 4 Specialty Herbicide, Garlon 4 Ultra, Pathfinder II Specialty Herbicide, Remedy, Remedy Ultra, Triclopyr 4 Triclopyr RTU, and Arsenal). All applications must use hand/wand/dauber methods only; broadcast spraying is prohibited. The contractor must maintain a current Minnesota Pesticide Applicator's License, conduct an on-site meeting with refuge staff before work begins, and submit pesticide application reports within one week of each herbicide application.

Two treatment units are defined with separate bidding requirements: Wabasha Prairie (60 acres, treat May 1–June 15, 2027) and Halfmoon Landing (50 acres, treat July 15–September 15, 2027). The period of performance runs May 1–September 31, 2027, with work performed Monday–Friday except federal holidays. Bids must be submitted per acre and as a total project cost for each treatment unit. The refuge location is 102 Walnut Street, Suite 205, Winona, Minnesota 55987. Primary contacts are Jennifer Froehly, Wildlife Biologist (Jennifer_froehly@fws.gov, 507-450-1138) and Wendy Woyczik, District Manager (wendy_woyczik@fws.gov, 608-780-8306).
