About this opportunity
The Department of the Interior Fish and Wildlife Service seeks mechanical clearing and hazardous fuels reduction services for levee brush and tree removal at Agassiz National Wildlife Refuge in Middle River, Minnesota, with quotes due June 2, 2026 at 4:30 PM EST. This is a 100% Total Small Business set-aside with firm-fixed pricing; Amendment 0001 extended the deadline from May 26 to June 2 to allow site visits.
Work spans two separate levee areas totaling approximately 5.27 miles (Area 1: 2.61 miles; Area 2: 2.66 miles). The performance period runs November 16, 2026 through March 15, 2027, with work commencement no earlier than November 15, 2026 and completion required by March 15, 2027.
Scope includes mowing and mulching woody vegetation within levees from ditch bottom to ditch bottom, grinding stumps 2 inches or larger in basal diameter to within 2 inches of ground level, hand-felling trees too large to mow to no more than 2 inches above ground, and removing all cut material from the levee area. Contractors must provide 48 hours' notice before starting work, clean equipment pre- and post-entry to prevent invasive species spread, and minimize soil rutting. Smaller diameter brush must be cut before larger trees are felled. Trees may be piled in designated areas outside the levee at specified dimensions (10 x 10 x 5 feet minimum to 25 x 25 x 20 feet maximum).
Quotes must be submitted on company letterhead with the completed B12 Quote Sheet (providing per-mile unit pricing for each area). NAICS 238910, Site Preparation Contractors; PSC F006, Natural Resources/Conservation—Land Treatment Practices. Evaluation uses Best Value-Comparative Analysis: Technical Acceptability (pass/fail), Past Performance (three examples of similar federal, state, or local work verified through CPARS/CRA), and Price (evaluated for reasonableness, with technical acceptability and past performance weighted significantly higher than price for acceptability determination, but price becoming the determining factor once proposals are acceptable). Questions and quotes must be emailed to khalilah_brown@fws.gov by May 25, 2026 at 5:00 PM EST.
