About this opportunity
Defense Logistics Agency Land and Maritime is soliciting mobile mapping systems from a sole source manufacturer via a Women-Owned Small Business set-aside, with proposals due July 30, 2026 at 10:00 AM and delivery requested August 7, 2026.
The procurement is a firm fixed-price acquisition for three MLX Mobile Mapping Systems, one VLX 3 Mobile Mapping System, software upgrades, desktop processing services, handling fees, shipping, and hardware support services from NavVis. Place of performance is Puget Sound Naval Shipyard, Bremerton, Washington. The NAICS code is 334519 (Other Measuring and Controlling Device Manufacturing); PSC is 6675 (Drafting, Surveying, and Mapping Instruments).
The MLX wearable system requires an ergonomic vest-mounted form factor, dual 32-layer LiDAR sensors, four 20-megapixel cameras for 360 panoramic imagery, and a built-in touchscreen display. The VLX handheld system must weigh no more than 3.6 kilograms, incorporate a 32-layer LiDAR sensor with advanced Visual Odometry for feature-poor environments, feature four integrated cameras, and provide real-time mapping feedback. Both systems must deliver survey-grade accuracy of 5 millimeters baseline and 3 millimeters when tied to surveyed Ground Control Points, employ a unified SLAM algorithm for identical data structuring, enable dynamic control point integration during active scanning, and support automated cross-dataset alignment within native processing software without third-party manual stitching. All systems must integrate with and expand existing installed capabilities.
If the contractor is required to implement NIST SP 800-171, a current assessment not more than three years old is required; COTS items are exempt. Quotes must be submitted by email to Tricia.Wintersteen@DLA.MIL and include completed solicitation, manufacturer, country of origin, and FOB destination lead time with expedited delivery requested.
