About this opportunity
The Naval Undersea Warfare Center (NUWC) Division Keyport, under the Department of the Navy Naval Sea Systems Command, is procuring MK62 Leak Test Stand Controllers in accordance with NAVSEA Drawing 8290555 Rev. D and associated technical documentation. The solicitation requires contractors to manufacture the controllers to exacting specifications and maintain a Quality Management System compliant with ISO 9001:2015. Key contract requirements include adherence to NIST SP 800-171 cybersecurity standards with a minimum BASIC assessment level, submission of a current NIST assessment (not more than 3 years old), and inclusion of the ISO 9001:2015 certificate with quote submissions. The government will evaluate offers using a Lowest Price Technically Acceptable (LPTA) source selection procedure, considering both price and past performance, with quality and delivery as equally important sub-factors. The solicitation was originally posted on August 11, 2025, and has been amended multiple times; the final closing date is November 13, 2025, with all submissions required via email to jessica.r.reichard.civ@us.navy.mil. NOTE: Amendment 0007, issued November 5, 2025, has cancelled this solicitation in its entirety due to changing government needs, though the government anticipates posting a similar requirement in the future.
This solicitation is designated as a Total Small Business set-aside, limiting competition to qualified small business concerns. The contract will be a firm fixed-price supply agreement for an initial quantity of 3 production units, with two option quantities of 2 units each, bringing the potential total to 7 units if all options are exercised. The delivery schedule requires completion within 6 months from the contract award date (originally estimated as August 31, 2025), with inspection and acceptance occurring at NUWC Division Keyport, Washington. The place of performance is located in Keyport, Washington 98345. While specific award values are not disclosed in the solicitation notice, the contract involves the design and manufacture of specialized military test equipment with associated technical data deliverables, including test/inspection reports for each production unit that must be submitted in electronic format with distribution limited to Department of Defense and authorized DoD contractors due to export control restrictions.
