About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is conducting market research for the procurement of instructor and assistant instructor services for the Navy Craftmaster Course and seven additional maritime training programs at the U.S. Army Transportation School located at Joint Base Langley-Eustis, Virginia. The primary instructor must possess a minimum of 12 years of operational experience in the U.S. Navy, U.S. Coast Guard, or Merchant Maritime Service, along with documented practical maritime experience, USCG-approved Marine Radar Observer and Bridge Resource Management credentials, and proficiency with MS Office applications. Key contract requirements include the contractor providing all personnel, supplies, transportation, and supervision while maintaining fully qualified personnel without government augmentation, conducting all classroom instruction and live fire exercises on schedule, and keeping course materials current with applicable maritime law and Navy training requirements. The contractor must also comply with federal training requirements including Anti-Terrorism Level 1, OPSEC, iWATCH, and Information Assurance training, and submit monthly service reports and invoices via the Wide Area Workflow system. Interested parties must submit a capability statement addressing their past experience, management capabilities, subcontractor experience, technical skills, ability to perform 50 percent of the work, company profile, small business status, and security requirement qualifications by March 2, 2026, to lauren.n.beasley4.civ@army.mil and hattie.l.brown8.civ@army.mil.

This is a Competitive 8(a) set-aside opportunity, requiring the small business prime to perform at least 50 percent of the work in terms of cost of performance in accordance with FAR 52.219-14. The pre-solicitation notice was posted on February 23, 2026, with a capability statement deadline of March 2, 2026, indicating that a formal solicitation will likely follow this market research phase. No incumbent contractor, award value, or specific budget range is identified in the pre-solicitation materials. The contract will be performed exclusively at the Maritime and Intermodal Training Department at 461 Kerr Road, Joint Base Langley-Eustis, Virginia, with work scheduled Monday through Friday from 0800-1700 hours, excluding federally recognized holidays, though contractor support is required on training holidays. Personnel must complete Common Access Card background checks and comply with all security and identification badge requirements. Respondents are encouraged to indicate their eligibility status as Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business concerns to support their bid consideration under the 8(a) set-aside.
