About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Eustis is seeking instructor support services for the Navy Craftmaster Course, a training program administered by the Transportation Corps School's Maritime & Intermodal Training Department (MITD) at Joint Base Langley-Eustis, Virginia. The primary requirement is to provide a Craft Master Instructor/Writer with a minimum of 12 years of operational maritime experience in the U.S. Navy, Coast Guard, or Merchant Maritime Service, along with documented sea service, prior military instruction experience within the past five years, and a USCG-approved Marine Radar Observer and Bridge Resource Management License. The contractor must also supply assistant instructor support for seven related maritime courses and handle all personnel, supplies, transportation, and supervision, with government provision of facilities, equipment, utilities, and training materials. Key qualifications include proficiency in MS Office programs, effective communication skills, and the ability to manage LCU operations including docking, beaching, and navigation. The pre-solicitation notice, posted on January 8, 2026, requested capability statements by February 13, 2026, as the government is conducting market research to assess potential contractor capacity before issuing a formal solicitation.
This procurement is designated as a Competitive 8(a) Set-Aside, indicating participation in the Small Business Administration's 8(a) Business Development program, which requires that the small business prime contractor perform at least 50 percent of the work in terms of cost of performance across the base period and any option periods. The Performance Work Statement establishes performance standards ranging from exceptional (100 percent qualified personnel on day one) to satisfactory (75 percent qualified within 6-10 days), with contractor obligations including maintenance of a Quality Control Plan, monthly service reporting, compliance with training requirements such as Anti-Terrorism Level 1 and OPSEC certifications, and adherence to installation security protocols including Common Access Card procedures. While no incumbent contractor is identified in the pre-solicitation materials and no specific contract award value is disclosed at this market research stage, the service requirement encompasses support hours from 0800-1700 Monday through Friday, excluding federal holidays, with work required on training holidays. Interested contractors must demonstrate their ability to manage subcontractor teams, provide current small/large business status documentation, and specify their small business classification, whether Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned.
