About this opportunity
The U.S. Army Corps of Engineers, New Orleans District, seeks one fully crewed and equipped self-propelled trailing suction-type hopper dredge to perform maintenance dredging operations in the Mississippi River from Baton Rouge to the Gulf and Southwest Pass, with proposals due June 9, 2026, at 10:30 AM Central Time. Amendment 0003, posted June 5, clarified bidder qualification documentation requirements and deleted the magnitude of construction metric.
Place of performance is Plaquemines Parish, Louisiana (Plaquemine, LA 70764), with possible secondary work in the Calcasieu River Bar Channel, Mississippi River Crossings, Mobile District, and Galveston District. The contract runs from May 1, 2026, through April 30, 2028. Work must commence within a 120-hour window of Notice to Proceed. The dredge must operate in water depths of 30 to 61 feet against currents up to five knots, with minimum loaded speeds of nine knots. All work must comply with EM 385-1-1 Safety Requirements and National Dredging Quality Management Program (DQM) certification. Environmental protection requirements include sea turtle deflector installation in designated secondary regions.
Bidders select from five bid lots based on pump diameter and hopper capacity, with estimated dredging hours ranging from 1,379 to 2,490 hours depending on lot. Pricing includes lump-sum mobilization/demobilization, hourly dredging rates, optional hourly dredging, optional daily rates for NMFS-approved protected species observers, and optional daily rates for sea turtle and sturgeon trawling and relocation. Bid guarantee of 20 percent of bid price or $3,000,000 (whichever is less) and performance/payment bonds are required. Award goes to the lowest responsive bidder. Four contractors submitted sealed bids on June 9: Weeks Marine, Manson Construction, The Dutra Group, and Great Lakes Dredge & Dock Company LLC. Base work pricing ranged from approximately $15.48 million to $33.06 million. Technical inquiries were due May 1 via ProjNet. Pre-award inspection of the proposed dredge plant is required before award.
