About this file

This document is a Standard Form 30 Amendment of Solicitation for the Mississippi River, Baton Rouge to Gulf, Southwest Pass Hopper Dredge Contract No. 1-2026 (Solicitation No. W912P826BA044), issued by the U.S. Army Corps of Engineers, New Orleans District. The amendment, effective May 29, 2026, incorporates multiple substantive changes to the original solicitation, including revised bidding schedules, modified contract duration requirements, updated production rate tables, and pipeline contact information updates. The amendment restructures the bidding from eight lots to five lots, each featuring different hopper dredge specifications: Lot One (34-inch pump, 14,788 cubic yards), Lot Two (38-inch pump, 12,430 cubic yards), Lot Three (33.5-inch pump, 9,400 cubic yards), Lot Four (31.5-inch pump, 5,821 cubic yards), and Lot Five (39.37-inch pump, 8,300 cubic yards). Each lot includes pricing for mobilization/demobilization, dredging hours (1,379 to 2,490 hours depending on lot), and optional items for protected species observers and sea turtle/sturgeon trawling operations.

The amendment extends the bid opening date to Tuesday, July 9, 2026, at 10:30 AM CST and modifies commencement dates from the original 120-hour requirement to a window between February 1, 2027, and February 28, 2027. Key FAR clauses incorporated include FAR 52.219-8 and 52.219-9 (small business utilization and subcontracting plans), FAR 52.222-90 (DEI discrimination provisions), FAR 52.236-2 and 52.236-3 (differing site conditions), and FAR 52.242-5 (payments to small business subcontractors), all with specified deviations and effective dates primarily in February 2026. The amendment also updates theoretical hopper dredge production rates by lot and location (Southwest Pass and Calcasieu) and revises pipeline contact information for Enbridge, Guardian Decommissioning, and Harvest Midstream operators. Bidders may submit electronically via email to designated USACE addresses or physically to the New Orleans District Contracting Office, with electronic submissions limited to 35MB unless compressed into zip files.
