About this opportunity
The U.S. Army Contracting Command - Orlando is conducting market research through a Sources Sought Notice to identify potential contractors for the Mission Training Complex Capabilities Support III (MTCCS III) program. The procurement seeks comprehensive training support services encompassing individual and collective Mission Command training, Leadership Training/Development, Military Decision-Making Process training, Warfighter Functions training, First Person Simulations, and constructive simulations across multiple hub and spoke Mission Training Complex locations in CONUS and OCONUS. Key requirements include the ability to combine concurrent events into a simultaneous synthetic environment using government-provided simulations and Mission Command Information Systems, manage facilities, schedule events, provide security and administrative support, and comply with extensive security clearance requirements (Secret and Top Secret with Sensitive Compartmented Information access). Contractors must demonstrate technical expertise in constructive simulation support systems, network enclave management, and cybersecurity compliance with Department of Defense Risk Management Framework standards. Interested businesses must submit capability statements (maximum 10 pages) electronically to the specified government email addresses by February 20, 2026, addressing organizational information, business size classification, technical skills, past performance, security clearance capabilities, and staffing plans; the government is also soliciting separate industry feedback on acquisition strategy and technical evaluation criteria through a Request for Information.
This is a pre-solicitation notice with no set-aside designation at this stage, though the government indicates that the future contract may be set-aside for small businesses in full or in part based on market research responses. No incumbent contractor is identified in the notice, as this represents market research for a potential future procurement. The anticipated period of performance is a minimum of five years commencing December 2028, with an estimated level of effort of 1,583 man-year equivalents, though specific contract value information is not provided in this pre-solicitation phase. The procurement will be classified under NAICS code 541990 (All Other Professional, Scientific, and Technical Services) with a small business size standard of $19.5 million, and the Product Service Code is R425 (Support Professional: Engineering/Technical). Multiple awards are anticipated, and the final procurement method—whether full and open competition or a small business set-aside—will be determined based on the responses received to this sources sought notice by the February 20, 2026 deadline.
