About this file
This document is Attachment X to the MTCCS-III contract, containing definitions of key terms and concepts used throughout the solicitation. The attachment defines six primary concepts essential to understanding the contract requirements and operational framework.
The Hub and Spoke Concept establishes the approved training management structure for the Army Mission Command Training Strategy (MCTS) Program, wherein centralized "hub" locations at installations manage and distribute training through secondary "spoke" locations, with hubs responsible for centralized contract management, resource management, and training standardization. International Traffic in Arms Regulation (ITAR) is defined as the U.S. regulatory framework restricting export of defense and military technologies, enforced by the Department of State's Directorate of Defense Trade Controls and the Commerce Department's Bureau of Industry and Security, with provisions that ITAR-protected information and materials may only be shared with U.S. Persons unless authorized by the Department of State or exempted. A Rough Order of Magnitude (ROM) is defined as an estimation for added effort above the Fixed Price Contract Line Item Number (CLIN) and its associated cost. Surge Support encompasses rapid deployment of experienced personnel and resources above baseline task order levels during peak periods or emergencies, categorized into three types: Immediate Surge for urgent mission needs, Discrete Non-Recurring Tasks for temporary projects with definite deliverables, and Unique or Specialized Expertise provision for technical or professional expertise unavailable within the task order. Finally, a Travel Access Request (TAR) is defined as a contractor request for personnel travel in support of training events and exercises, requiring Contracting Officer Representative (COR) approval before any contractor travel occurs.

MTCCS-III ATTACHMENT X -DEFINITIONS
HUB and SPOKE Concept. Hub and Spoke is the approved concept for mission command training integration and management under the Army MCTS Program. The hub and spoke concept is an approach to training management where the Army uses centralized “hub” locations at an installation or training activity, to manage and distribute training to or through a series of “spokes”, or secondary training locations.
The hubs provide centralized contract management, resource management and are responsible for the training standardization of mission command training provided by the Spoke MTC under their organization.
International Traffic in Arms Regulation (ITAR). ITAR is a United States regulatory regime to restrict and control the export of defense and military related technologies to safeguard U.S. national security and further U.S. foreign policy objectives. The Department of State Directorate of Defense Trade Controls (DDTC) interprets and enforces ITAR. The Bureau of Industry and Security in the Commerce Department interprets and enforces the related Export Administration Regulations (Code of Federal Regulations Title 15-chapter VII, subchapter C). ITAR regulations dictate that information and material pertaining to defense and military related technologies (items listed on the U.S. Munitions List) may only be shared with U.S.
Persons unless authorization from the Department of State is received or a special exemption is used. U.S. Persons (including organizations; see legal personality) can face heavy fines if they have, without authorization or the use of an exemption, provided foreign persons with access to ITAR-protected defense articles, services or technical data.
Rough Order of Magnitude (ROM). A ROM is an estimation for an added level of effort above the Fixed Price CLIN and its cost to complete.
Surge Support. Surge support is defined as the rapid deployment of experienced personnel and resources, above the baseline TO, during busy times, large event ramp-ups, or emergencies. Examples of surge support are:
a. Immediate Surge: Providing support for a particular TO mission/task area that enables the Contractor to rapidly expand to meet an urgent mission or training need and then curtail that contract support when the urgent need passes.
b. Discrete Non-Recurring Task: Performing a discrete, nonrecurring, or temporary project, work assignment, or task of definite duration or deliverable, such that the surge support ends when the project, assignment, or task is completed.
c. Unique or Specialized Expertise: Providing unique or specialized technical, professional, managerial, or intellectual expertise to the TO in support of a core task area or function, where such expertise is not otherwise available within the TO, such that the surge support ends when the project, assignment, or task is completed.
Travel Access Request (TAR). A TAR is a contractor request for personnel to travel in support of training events and exercises. The COR must approve the TAR for an

individual to travel. An individual contractor will not travel without a COR approved
TAR.
