PROGRAM BACKGROUND:

The Department of the Army (DA) G 3/5/7 has designated the Mission Training Complex (MTC) as the vehicle for providing collective training and sustainment on Army MCiS, the Command-and-Control Warfighting Function (WfF), and the Army’s approach to MC using a variety of tools and Army fielded systems. The doctrine outlining the MTC mission is found in the Army’s Training Circular (TC) 6 series. MTC’s supports small unit (Squad through Company), Medium units (Battalion through Brigade), and large units (Echelons above BDE) in training environments replicating Multidomain Operations. The Army fields digital MCiS to units from platoon through theater level. MTC’s focus on realistic and demanding training. MC focuses our support on a unit’s organizational leadership and supporting staff. MC doctrine requires Commanders and their staffs to issue intent-based orders, which empowers units at every echelon with the freedom to improve and adapt in a complex Operating Environment (OE). Organizational leaders and their staffs must conduct realistic and relevant training, which builds trust within formations that translates to mission accomplishment on the battlefield. Live, Virtual, Constructive, and Gaming (LVC-G) legacy and future models and simulations are required to create realistic and challenging training events that closely replicate conditions a unit would face on the battlefield.

REQUIRED CAPABILITIES:

Support individual through collective MC training, WfF training, the MDMP, Games for Training (GFT), the Joint Operational Planning Process (JOPP), NATO Operational - Level Planning Process, mission rehearsal, and constructive simulations exercises. Constructive simulation training exercises include planning, preparation, set-up, execution, and recovery.

These training events and exercises may occur concurrently or separately. Assist the Government in providing constructive simulation, GFT resources, and adaptive and responsive training for the individual through echelons above Brigade (EAB). Be capable of combining events into a simultaneous synthetic environment using the simulations and MCiS fielded to MTC. These services support U.S. Army Title 10 training, deployment training events, and Mission Rehearsal Exercises (MRE). These services may also support Joint, Combined, NATO, and service component commander, staff and leader constructive simulation training and assistance in executing the Combatant Commanders’ engagement strategy. Further detail is provided in the draft Performance Work Statement (PWS) attached to this announcement (Attachment 1).

A Contractor employee’s failure to maintain a valid security clearance shall result in the Contractor employee not being allowed to perform duties contained in a TO. Such failure of an employee does not relieve the Contractor from timely performance of the TO requirements. All Contractor personnel requiring privileged accounts on classified Government Information Systems and/or networks require a Single Scope Background Investigation (SSBI) or Tier 5 investigation, to include a current SSBI Periodic Reinvestigation (SSBI-PR), or Tier 5 Reinvestigation (Tier 5R) if applicable, even if the individual does not require access to information classified as TOP SECRET.

The Contractor shall provide network enclaves, information system infrastructure, and telecommunications services at the MTC and other sites in support of exercises and training events, as the Government directs. The Contractor shall engineer, operate, maintain, protect, and defend MTC network infrastructure and telecommunication devices (e.g., VoIP call manager).

• Constructive Simulation Support. The Contractor shall operate Government provided simulations (e.g., Next Generation Constructive (NGC), Joint Land Component Constructive Training Capability (JLCCTC), and Joint Live Virtual/Constructive (JLVC)). The Contractor shall operate and maintain any future and emerging simulations technologies fielded by the Government. The Contractor shall provide constructive simulations planning, set up, configuration, testing, execution, and recovery support.

Information regarding any planned “Similarly Situated Entity” should be included in answering any questions outlined in the SSN in order to assist the Government's capability determination.

REQUEST FOR INFORMATION QUESTIONS

Input is requested on the following concepts. Answers to these questions are separate from the information requested in the described capability statement. There is no page limit on your responses to these questions.

1) Consistent with our current approach to acquiring services for the MTCs, the Government is considering a new multiple award task order contract. However, evaluating proposals for the many orders is time consuming and labor intensive. What acquisition strategy / suggestions do you recommend to speed the process of task order evaluation / award?

2) We are considering alternatives that will allow for lowest priced, technically acceptable (LPTA) task order awards. Are there any alternative strategies you would recommend?

3) If the Government was to use LPTA, we are concerned about disruption to the workforce related to reduction of pay for existing employees at each location. What techniques do you recommend to prevent such issues from arising?

4) Are you aware of any existing indefinite delivery / indefinite quantity vehicles or other contract vehicles that include scope for the described services?

5) Do you have an opinion on whether commercial services could be used to fufill these requirements? If you believe commercial services provide a viable alternative, please explain and identify suggested commercial service contract vehicles.

6) Our most recent task order competitions for these requirements have used the following technical evaluation criteria:
