About this opportunity
The Department of the Air Force Air Combat Command is seeking a mission planning and execution system for the 1st Airborne Command and Control Squadron's E-4B USAF aircraft missions. The solicitation is a sole-source contract intended to be awarded to Boeing Digital Solutions, Inc., which is the only vendor with proprietary software meeting the government's specific requirements. The system must provide 24/7/365 FAA Part 121 certified dispatch services, supporting approximately 110 sorties per contract year with capabilities including global mission planning, flight following, diplomatic clearance coordination, and emergency action support. The government will evaluate offers based on price, technical capability, and past performance, with a firm fixed-price arrangement. Potential offerors must be registered in the System for Award Management (SAM) and submit comprehensive documentation including pricing information, technical approach, and past performance citations, with all offers due by April 24, 2025, at 11:00 AM CST.
The contract is not set aside for any specific small business category and will be performed at Offutt Air Force Base in Nebraska. Boeing Digital Solutions is positioned as the sole incumbent and proposed contractor, utilizing NAICS Code 518210 for computing infrastructure and data processing services. The contract is structured with multiple line items, including military dispatch services, Jeppesen runway analysis, and an Electronic Flight Bag (EFB) iPad application. The performance period is anticipated to span from June 2025 to June 2030, covering multiple option periods. The system must support four E-4B aircraft with capabilities including web-based mission planning, mobile electronic flight bag functionality, runway analysis with digitized aircraft performance data, and the ability to handle complex mission changes within specific response time windows ranging from 30 minutes to 8 hours depending on the planning stage.
Notice text
The government intends to award this requirement as a sole source to Boeing Digital Solutions, Inc. (Boeing) (CAGE: 19580) under NAICS Code 518210 as there is only one responsible source and no other supplies or services will satisfy agency requirements IAW FAR 6.302-1. Boeing is the only responsible source because they are the sole owner of proprietary software that meets all the needs outlined in the Statement of Work (SOW). Additionally, Boeing is the only vendor who also provides the required crew dispatch services with the certification and experience level outlined in the SOW.
