About this opportunity

The U.S. Army Corps of Engineers Engineering Support Center Huntsville (CEHNC) has issued a Special Notice for a Missile Defense Indefinite Delivery Contract (IDC) Generation 5 opportunity. This market research notice is designed to gather industry input for an upcoming multiple-award contract for architectural and engineering services supporting missile defense programs. The contract will have a 36-month base period with two 24-month option periods, totaling seven years. The total contract capacity will be $400,000,000, with the government planning to award at least six contracts, though they reserve the right to award fewer or more. The acquisition will be conducted under the Brooks Act procedures, which focus on selecting firms based on demonstrated competence and qualifications rather than price.

Contractors interested in this opportunity are requested to submit comments, questions, and proposed changes in a specific format to help refine the solicitation before its official release. The notice is open to both small and large businesses on an unrestricted basis, with a facility security clearance at the Secret level required at submission. The contract will support facility engineering services for missile system facilities across the United States, its territories, and multiple international locations including Germany, Japan, Romania, and others. Specialized technical capabilities will be critical, including expertise in areas such as FMECA, RAM analyses, HEMP survivability, Anti-Terrorism Force Protection, and design of complex facilities like radar centers, power plants, and communications infrastructure. The government anticipates awarding the contract in fiscal year 2026, with work to be issued through negotiated firm-fixed-price task orders, and each awardee must demonstrate the capacity to handle multiple simultaneous $5 million task orders.
