About this opportunity
The 356th Expeditionary Theater Support Group Contracting Office is soliciting design-build construction of membrane storage shelters at Misawa Air Base, Japan, with proposals due September 11, 2026 at 12:00 PM Japan Standard Time. The procurement includes two separate sites with a combined budget range of $4,000,000 to $12,000,000 and intends to award up to two contracts (one per site), though a single award is possible.
Place of performance is Aomori, Japan. Site C-1 (ROM $1,000,000 to $5,000,000) requires design and construction of two 150-square-meter membrane structures serving as a receiving and staging area for vehicle maintenance. Site A-1 (ROM $3,000,000 to $7,000,000) requires four 450-square-meter climate-controlled membrane warehouses for emergency storage. Both sites include pavement, utilities, drainage, fencing with gates, fire detection and alarm systems, LED lighting with occupancy sensors, and geotechnical investigations. Site A-1 structures must maintain 60% relative humidity and temperatures above 40 Fahrenheit with mechanical ventilation. All membrane manufacturers must hold Type-1 full membership and advanced certification from the Membrane Structures Association of Japan (MSAJ). Design and construction must comply with UFC standards, Japanese seismic, wind, and snow loading codes, and Misawa Air Base installation standards. Concrete flatwork requires 5,000 PSI minimum strength. Performance periods are 90 days for design and 150 days for construction from authorization to commence. Proposals are limited to 25 pages for a single site or 40 pages for both sites (technical volume); price volume is 5 pages per site. Evaluation uses best-value methodology with technical merit weighted significantly higher than price. Corporate experience must include up to five completed projects within the last five years in Japan, with at least one at or past 100% completion. A valid Japanese Construction Business License is required. NAICS code 236220; PSC Y1GZ. Follow-up RFI deadline is August 28 at 12:00 PM JST.

Update #2 · Latest ·
Amendment 0001- The purpose of this amendment is to provide the responses to all RFIs submitted by the August 24th deadline. Additional questions will only be accepted if they relate directly to one of the government responses. Follow-up questions must be submitted by August 28th, at 1200 JST. As of now, there will not be an extension in the proposal submission deadline.
If an updated SOW and drawings are not provided before the deadline, the answers in the RFIs will take precedence over any conflicting information within the documents.
All other terms and conditions remain the same.
The 356th Expeditionary Theater Support Group (356 ETSG/CONS) Contracting Office is posting this solicitation for two (2) design-build construction projects to deliver storage shelters at Misawa Air Base, Japan.
