About this opportunity

The 356th ETSG Contracting Office is preparing to solicit design-build construction of two membrane storage facilities at Misawa Air Base, Japan, with formal solicitation expected August 4, 2026 and an organized pre-solicitation site visit scheduled for August 3, 2026 at 0900 hours Japan Standard Time.

Place of performance is Misawa Air Base, Aomori Prefecture, Japan. Site 1 (C-1) requires two 150-square-meter membrane structures for an R-11 Receiving and Staging Area with preventive maintenance flow-through operations for vehicles, supporting utilities, sewer manhole relocation, fencing with motorized industrial gates, and demolition of an abandoned building. Site 2 (A-1) requires four 450-square-meter membrane warehouse buildings for emergency hazardous materials storage, with roll-up doors, personnel doors, security fencing, and paving designed for 10,000-pound single-wheel loads.

Membrane structures must be manufactured by factories certified at the advanced grade or Class-1 Regular Member level by the Membrane Structures Association of Japan (MSAJ), with design compliance to US Standards, Unified Facilities Criteria, and Japanese equivalents meeting Aomori Prefecture's stringent wind, snow, and seismic requirements. Design deliverables must be AutoCAD-compatible; construction must meet 200mm minimum interior concrete slabs and asphalt exterior surfaces.

Site 1 design phase is 120 days with two submittals (65% and 100%), followed by 180-day construction. Site 2 design phase is 120 days similarly structured, followed by 180-day construction. Rough Order of Magnitude: Site 1 ranges from $1,000,000 to $5,000,000; Site 2 ranges from $3,000,000 to $7,000,000. Offerors may propose for either site or both; two separate awards will be made. Attendance at the August 3 site visit requires submission of an attendees list with names, driver's license copies, and vehicle information to SSgt Cameron Smith (cameron.smith.16@us.af.mil) and SSgt Daniel Callahan (daniel.callahan.7@us.af.mil) by July 30, 2026 at 0900 hours JST.
