About this opportunity

The United States Army Combat Capabilities Development Command (DEVCOM) C5ISR Center Research and Technology Integration (RTI) Directorate is seeking advanced technology solutions for a Miniaturized Precision Targeting Module targeting networked Group 1 small Unmanned Aircraft Systems (sUAS) payloads and dismounted handheld target location devices. The solicitation focuses on Technology Readiness Level (TRL) 5+ solutions designed to enhance military threat detection and situational awareness capabilities. Key requirements include day and night imaging technologies, mobile target tracking, secure networking, AI/machine learning algorithms, laser range finding, GPS capabilities, and integrated terrain mapping. Potential vendors must be U.S. citizens and possess a Joint Certification Program (JCP) Certification Number and CAGE Code to access controlled unclassified information. The response deadline for this Request for Information (RFI) is June 16, 2025, with preliminary document submissions due by June 9, 2025.

This pre-solicitation notice indicates no specific set-aside designations and does not reference current incumbent contractors. The solicitation falls under NAICS Category 541715 for Research and Development in Physical, Engineering, and Life Sciences, with a Product Service Code (PSC) of R425 for Professional Engineering/Technical Support. While no specific award value or budget range is explicitly stated, the technical complexity suggests a potentially significant research and development contract. The Army is specifically interested in innovative technological solutions that can be integrated into military targeting and reconnaissance systems. Potential respondents should be prepared to demonstrate mature technology solutions with clear maturation plans for advancing their proposed targeting module capabilities to meet military operational requirements.

The United States Army Combat Capabilities Development Command (DEVCOM), Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center Research and Technology Integration (RTI) Directorate seeks Technology Readiness Level (TRL) 5+ (or less with a maturation plan) solutions for networked Group 1 (<20 lbs.) small Unmanned Aircraft System (sUAS) payloads and dismounted handheld target location devices.  This effort aims to enhance threat detection, improve concept of operations (CONOPS), and support Manned-Unmanned Teaming (MUM-T) by integrating air and ground assets for collaborative threat detection within a Common Operating Picture (COP). The desired system shall enable intra-squad data relay via a tactical communication interface, integrate and share targeting data with other battlefield assets via cross-cueing, and ultimately improve situational awareness and reduce cognitive burden. Responses to complete systems or individual subsystems (UAS payload or handheld device) are welcome.
