About this file
This document is a Request for Information (RFI) for a Miniaturized Precision Targeting Module issued by the United States Army Combat Capabilities Development Command (DEVCOM) C5ISR Center Research and Technology Integration (RTI) Directorate. The RFI seeks technology solutions at Technology Readiness Level (TRL) 5+ (or lower with a maturation plan) for networked Group 1 capabilities. The related federal contract opportunity (Solicitation Number: W56KGU25RRTID) is currently in pre-solicitation stage and is being managed by the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground. Potential vendors interested in responding must provide their JCP Certification Number and CAGE Code to access Controlled Unilateral Information (CUI) documents associated with the solicitation.

APPROVED FOR PUBLIC RELEASE
Miniaturized Precision Targeting Module Request for Information (RFI)
Background:
The United States Army Combat Capabilities Development Command (DEVCOM), Control, Communications, Computers, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) Center Research and Technology Integration (RTI) Directorate seeks Technology Readiness Level (TRL) 5+ (or less with a maturation plan) solutions for networked Group 1 (<20 lbs.) small Unmanned Aircraft System (sUAS) payloads and dismounted handheld target location devices. This effort aims to enhance threat detection, improve concept of operations (CONOPS), and support Manned-Unmanned Teaming (MUM-T) by integrating air and ground assets for collaborative threat detection within a Common Operating Picture (COP). The desired system shall enable intra-squad data relay via a tactical communication interface, integrate and share targeting data with other battlefield assets via cross-cueing, and ultimately improve situational awareness and reduce cognitive burden. Responses to complete systems or individual subsystems (UAS payload or handheld device) are welcome.
Requested Information:
The C5ISR Center requests the following information:
Company Information
· Company Name
· Company Address
· RFI Technical POC Name, Email Address, and Phone number
· RFI Business/Contract POC Name, Email Address, and Phone number
· CAGE Code
· Facility Clearance Level
· Joint Certification Program (JCP) DD Form 2345 (JCP Home (dla.mil))
Technical Information
This system leverages the synergy between a Group 1 (<20 lbs.) sUAS and a dismounted handheld target location device to provide a comprehensive situational overview. The sUAS acts as an elevated sensor platform, complementing the handheld device by enhancing observation with a wider field of view, greater detail of existing targets, and overcoming line-of-sight obstructions with high-resolution imagery/video. Furthermore, the sUAS extends the operator's range by scouting and investigating inaccessible or distant areas beyond the handheld's reach, identifying potential threats and points of interest. This sophisticated system requires advanced sensors, powerful processing, and robust algorithms, with future performance enhancements anticipated through advancements in sensor technology, image processing, and Artificial Intelligence (AI).
Technologies include, but are not limited to the following areas:
Group 1 UAS Payload:
Required Capabilities:
· Provide Intelligence, Surveillance, and Reconnaissance (ISR) capabilities for Group 1 UAVs
· Day and Night imaging capability
· Mobile target tracking, and automated search patterns
· Target location information, grid coordinates, Target Location Error (TLE), image chips
· Secure networking and cross-cueing capabilities
· Aided Target Detection, Recognition, and Tracking (AiTDR) Highly Desirable Capabilities:
· Visual-based navigation for Global Positioning System (GPS)-denied environments
· Threat prioritization
· Passive ranging
· Sensor fusion capabilities to enhance the accuracy and reliability of target information
· Embedded AI/Machine Learning (ML) algorithms for image/signal processing and target identification
· Integrated terrain maps for situational awareness
Handheld Device:
Required Capabilities:
· Minimized Size, Weight, and Power (SWaP) design suitable for dismounted operations
· Integrate with a UAS payload for data sharing and tasking
· Laser spot detection and laser range finding
· Internal self-location capability
· Internal display
· Day and Night imaging capability
· Provide target coordinates and TLE.
Highly Desirable Capabilities:
· GPS with M-Code compliance
· A modular plug-in for high-accuracy north finding and north-keeping technologies
· Enhanced navigation and orientation in challenging environments
· Sensor fusion capabilities
· Enhance accuracy and reliability of target information
· Embedded AI/ML algorithms for image/signal processing and target identification
· Integrated terrain maps for situational awareness
· Electro-Optics/Infrared (EO/IR) camera and viewer for visual and thermal imaging
· A highly accurate Inertial Navigation System (INS) + GPS for precise positioning and navigation.
· Low latency or real-time processing and display for dynamic targeting
· Minimized SWaP to reduce the burden on the operator
· Proficient in North Atlantic Treaty Organization (NATO) tank identification at range, under daylight and nighttime conditions
· Identify characteristic features (size, shape, thermal signature, etc.) for identification
· Distinguish key features from other vehicles or objects
· Integrate data from the sUAS and the handheld device
· Display both feeds on the same screen or overlaying the sUAS imagery onto handheld
· The sUAS should be easy to control and operate, ideally through the handheld device
· Communication link between the sUAS and handheld for real-time data transmission.
These technologies should be suitable for individual Soldiers and their systems. Sources should ensure that developed capabilities are intended for Soldiers in a dismounted application and should be limited by Size, Weight and Power (SWaP) constraints.
