About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants has published a Special Notice for the procurement of 25 mini spectrometers from a single source. This notice of intent, posted on January 20, 2026, indicates that USGS intends to award a purchase order to Avantes of Lafayette, Colorado under simplified acquisition procedures outlined in the Federal Acquisition Regulation. The procurement will follow FAR Part 12 (Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures) guidelines. According to the notice, Avantes is the sole known source capable of providing spectrometers compatible with the USGS's existing embedded computer system and software protocols. The spectrometers fall under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing), with an applicable size standard of 1,000 employees.

The purpose of this Special Notice is to satisfy Federal Acquisition Regulation Subpart 5.2 requirements and to provide an opportunity for any responsible parties to submit a capability statement demonstrating their ability to fulfill the requirements. All capability statements must be submitted via electronic mail to thuot@usgs.gov by January 30, 2026 at 5:00 PM Pacific Daylight Time, with no hardcopy or SAM.gov portal submissions accepted. The spectrometers must meet stringent technical specifications including a compact size under 30 centimeters in combined dimensions, weight below 1 kilogram, low power consumption of 2.5 watts or less, UV spectral resolution of 0.5 nanometers or better, and advanced optical performance characteristics for scanning UV spectroscopy of SO2 and halogen oxides. While this is not a competitive solicitation and no formal request for quotes will be issued, the Government reserves the sole discretion to make a final determination regarding competition based on any capability statements received.

Notice text

This is a notice of intent to solicit from a single source.

The U.S. Geological Survey (USGS) intends to award a purchase order to Avantes of Lafayette, Colorado for 25 mini spectrometers as described in the attached Salient Characteristics.

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Avantes is, to the USGS knowledge, the only source who can provide the mini spectrometers that is supported by other instrument components and software running on the embedded computer. The protocol used by the embedded computer for communicating with the spectrometer is specifically written for this spectrometer model. Installing a different spectrometer into such an instrument will not work as the spectrometer will not be detected and communication will fail.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The North American Industry Classification System (NAICS) code - 334516 Analytical Laboratory Instrument Manufacturing, with the associated size standard of 1,000 employees apply to this announcement.

Responses or inquiries shall only be accepted through electronic mail addressed to thuot@usgs.gov and must be uploaded and received in their entirety no later than 01/30/2026 1700 PD. Responses submitted by hardcopy or the SAM.gov portal shall not be accepted or considered.
