The solicitation requires three deliverables over a one-year base contract period (September 25, 2026 through September 24, 2027): Mine and Mill Cost Data with quarterly updates current through the preceding calendar quarter, covering North America with cost indices, labor and benefit rates by state and province, modeled costs for representative surface and underground mines, equipment data, and electrical and natural gas costs; Reclamation Bond Cost Estimation Software as a cloud-based program calculating bond amounts for site work, planting, closures, remediation, disposal, demolition, and monitoring; and online technical training with 50 users per contract year providing non-credit access to courses in mining engineering, geology, metallurgy, and mineral processing.
