This is a Questions and Answers document addressing inquiries related to a Department of Interior (DOI) contract opportunity for mining and reclamation data services.

The Statement of Work exclusion for Liquified Petroleum Gas data (section 4.1.6) has been removed. The exclusion for Federal, State, and Provincial tax information (section 4.1.14) covering 12 specific U.S. states has been noted and retained. This is a re-compete with an incumbent contractor; the current contract number is 140L0625P0082.

Q1.
BLM vs. DOI scope The SOW: the 2025 version references BLM (Bureau of Land Management), and the 2026 version references DOI (Department of the Interior) more broadly. From our side, BLM should remain its own separate contract, given that BLM is the bureau directly administering mining claims and reclamation bonding. If other DOI departments are interested in a subscription, we are happy to work out a separate arrangement for that, similar to how BIA (Bureau of Indian Affairs) currently holds its own subscription with us.
Could you confirm whether BLM's contract can be scoped and structured independently from any broader DOI-wide subscription?

This contract must be available to users from all offices of Department of Interior (DOI).
These offices include Bureau of Indian Affairs, Bureau of Indian Education, Bureau of Land Management, Bureau of Ocean Energy Management, Bureau of Safely and Environmental Enforcement, Bureau of Reclamation Bureau of Trust Fund Administration, National Park Services, Office of Surface Mining Reclamation and Enforcement, U.S. Fish and Wildlife Service, U.S. Geological Survey.
Q2.
Number of users The pricing sheet and combined synopsis specifies 50 users per line item of Mine Cost Data, Reclamation Bond Cost Program products and Edumine. BLM has had 138 active users across MCS/ECS and the Reclamation Bond tools under the current arrangement, so we want to make sure our pricing reflects the actual expected usage.

This was an error on our part. The pricing sheet and combined synopsis have been corrected in the SAM posting. Thank you for bringing this to our attention.
The price sheet should reflect the below quantities:
Mining Cost Service / Equipment Cost Service - 150 Users
Reclamation - 150 users
Edumine - 50 users
Q3. Exclusion in SOW
The two items below are the same ones we mentioned last year as well.
4.1.6 Data for Liquifies Petroleum Gas. That isn't something that we have researched.
4.1.14 data for Federal, State and Provincial income, property, royalty, and other applicable tax information for North America includes compendium of tax rate and application information for U.S. states EXCEPT the following 12 states: Connecticut, Delaware, Florida, Hawaii, Iowa, Massachusetts, Nebraska, New Hampshire, New Jersey, New York, Rhode Island, and Vermont. The BLM can request coverage in any of the states listed above, as needed.
A3.
After reviewing our needs, we have decided to remove 4.1.6 as written above from the Statement of Work (SOW). This has been updated in SAM.
For the statement regarding 4.1.14. This has been noted.

We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?
