About this opportunity

The Drug Enforcement Administration issued a sole-source justification notice on July 15, 2026, announcing its intent to award a firm-fixed-price purchase order to FAAC Inc., dba MILO Range Training Systems, Inc., for MILO Simulation Equipment and services; the capability statement deadline is July 18, 2026 at 10:00 a.m. EST. The procurement is being pursued under FAR 13.106-1(b)(1)(i) (Only One Source Reasonably Available) and is not open to competition, though the Government reserves discretion to conduct competitive procurement based on responses received. The DEA procures the equipment for the Office of Chief Counsel's Use of Force Unit in Quantico to provide use-of-force training to field offices in compliance with DEA and DOJ policy, enabling law enforcement officers to maintain proficiency in safe and legal use of force through simulated firearm scenarios and tactical operations training. The MILO system offers two stationary and four mobile systems with new laser inserts for training weapons, warranties, a second fill station, and additional SIRT guns. Government market research evaluated FAAC (MILO), ViTTra, and InVeris; competitors lack equivalent offerings—ViTTra's Threat-Fire system is patent-protected, and InVeris provides no comparable alternative. The delivery period runs July 16, 2026 through July 15, 2027. Any source capable of providing MILO Simulation Equipment and services may submit capability statements electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov by the deadline.
