About this opportunity

The Defense Logistics Agency (DLA) is issuing a Broad Agency Announcement for the Military Unique Sustainment Technology III (MUST III) program to procure research and development services focused on advanced manufacturing technologies and digital solutions for military clothing and individual equipment. The program seeks innovative approaches across three technical areas: digital as an authoritative source, supply chain resilience in clothing and individual equipment, and innovation in clothing and individual equipment. Offerors must demonstrate how they will leverage Industry 4.0 and 5.0 technologies, digital engineering, and modern manufacturing practices to achieve rapid prototyping, scalable production, and cost-effective solutions for the Department of Defense. Proposals will be evaluated on multiple criteria including feasibility, viability, desirability, past performance, and cost, with non-price factors weighted significantly more heavily than price considerations. The initial closing date for cost and technical proposals is January 30, 2026, and preproposal questions are due by December 15, 2025.

This opportunity is not set aside for any particular business category, and the Defense Logistics Agency anticipates making multiple awards under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. The government has allocated a total planned investment not to exceed $50 million for the period covering fiscal years 2026-2030, supporting advanced technology development projects designed to improve Class II supply chain capability and efficiency. The BAA will remain open for five years from the initial posting date, with prototypes expected to be ready for implementation within two years of contract award. While there are no current incumbent contractors identified in this pre-solicitation notice, small businesses are actively encouraged to participate in the program. After the initial 45-day submission period, the BAA will reopen for White Paper submissions from contractors not selected in the first round, allowing for continued engagement throughout the five-year period.

The commercial clothing and textile indus-try is experiencing a period of unprece-dented transformation, driven by rapidfashion cycles, the authority of digital de-sign and data, and the implementation ofIndustry 4.0 and 5.0 technologies. To effec-tively and affordably meet its evolvingneeds, the Department of Defense (DOD)must explore how to leverage these ad-vancements across design, engineering, and manufacturing. Specifically, the DODneeds to adopt commercial manufacturingtechnologies that are agile and digitallydriven, as Advanced Clothing and IndividualEquipment (CIE) and other textile-based ap-plications increasingly rely on modern, digi-tal technical data to enable efficient and ef-fective manufacturing. By embracing theseshifts, the DOD can achieve rapid prototyp-ing, scalable production, and cost-effectivesolutions that keep pace with operationalrequirements.
The DLA Research and Development (R&D)Program Office is seeking efforts that sup-port any of the MUST III Technical Areas ofInterest outlined in the scope of this BAA(see Section 3: Scope).
