About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Hood published a Limited/Sole Source Justification Notice for Military Skills Enhancement (MSE) and Troop School Instruction services at Fort Hood, Texas. The contract requires the provision of classroom instruction and academic support to Soldiers, Department of Army Civilians, and authorized contractor personnel to ensure compliance with training standards critical to the readiness and operational effectiveness of III Armored Corps units. Central Texas College (CTC) was identified as the sole responsible source capable of immediately fulfilling the accredited instruction requirements without delay, with the Army citing their unique position as the only local provider meeting these specialized needs. The two-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract runs from August 2025 through July 2027 and was awarded on August 7, 2025, with the total contract value redacted from public documents. CTC has historically provided similar Military Skills Enhancement services to Fort Hood since 2004, with previous contracts totaling over $43.9 million. The sole source procurement was conducted under 10 U.S.C. 3204(a)(1), which permits noncompetitive awards when only one responsible source can satisfy the agency's requirements.
