About this opportunity

The Indian Health Service is procuring Certified Nurse Midwife services for the Gallup Indian Medical Center's Obstetrics & Gynecology Department, requiring comprehensive obstetrical and gynecological care including inpatient and outpatient services for the facility's Labor & Delivery and Women's Health Units. The contractor must provide a qualified Certified Nurse Midwife with current American Midwifery Certification Board certification, ACLS and NRP certifications, and an unrestricted nursing license to serve the 78-bed hospital facility. Proposals must be submitted in four separate volumes covering administrative documents, technical capability and approach, past performance with at least three similar midwife service projects from the past five years, and detailed pricing breakdowns including personnel costs, fringe benefits, overhead, and profit. The government will evaluate proposals based on technical competency, compliance with requirements, past performance assessments, and pricing structure. Questions were due August 7, 2025 at 12:00 p.m. MDT, with proposal submissions due August 18, 2025, submitted via email to the contracting officer.

This opportunity is designated as a 100% set-aside for an Indian Small Business Economic Enterprise under the Buy Indian Act, requiring businesses to be at least 51% owned by members of federally recognized tribal entities. There is currently no incumbent contractor for this position, and the facility currently employs eight full-time midwives with one currently on parental leave. The contract will be structured as a labor-hour arrangement with a base period from September 22, 2025 to September 21, 2026, including two potential option periods that could extend performance through September 21, 2026, though specific award values were not disclosed in the solicitation materials. Services will be performed at the Gallup Indian Medical Center located at 516 E. Nizhoni Blvd., Gallup, New Mexico, which serves approximately 201,583 Navajo Nation members across northern Arizona, New Mexico, and Utah. The facility does not provide on-campus housing, with Airbnb rentals suggested as alternative accommodations for contractors.
