About this opportunity
The Department of Agriculture Forest Service Pacific Northwest Region is seeking a contractor to provide wildlife habitat creation services through tree girdling in the Willamette National Forest's Middle Fork Ranger District. The contractor must create wildlife snags by girdling 2,406 Douglas-fir trees across four different diameter ranges (10-19 inches and 20-28 inches DBH) using both high girdling and base girdling techniques to create structures suitable for cavity nesting wildlife. The work involves providing all necessary labor, supervision, tools, equipment, and transportation to complete the tree treatment services across 59 distinct Armet units covering 972 acres. The government will evaluate offers based on three criteria: price, past performance, and technical capability, with the contract awarded to the most advantageous proposal. Questions must be submitted by August 15, 2025, at 5:00 PM PT, with answers posted by August 22, 2025, and final proposals due August 27, 2025, at 5:00 PM PT.
This procurement is designated as a Total Small Business Set-Aside under NAICS code 115310 (Support Activities for Forestry) with a small business size standard of $11.5 million in annual receipts. No current contractors or incumbents are identified in the solicitation materials. While no specific contract value is disclosed, the scope includes treating 2,406 trees across multiple diameter categories and girdling methods, with work to be performed between September 1, 2025, and April 30, 2026. The place of performance is in Westfir, Oregon, within the Middle Fork Ranger District, with most work areas accessible by vehicle from various Forest Service roads, though some units may require short walk-ins of less than 0.25 miles. The contract structure includes four Contract Line Item Numbers (CLINs) with different quantities and specifications for high girdling and base girdling treatments on trees of varying diameters.
