About this opportunity

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) has issued a Special Notice for the Mid-Atlantic Regional Spaceport (MARS) V contract follow-on. The procurement is intended to continue critical launch and processing services for NASA and other U.S. government agencies at the Wallops Flight Facility. NASA plans to issue a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract from March 1, 2026, to February 28, 2031, using statutory authority for other than full and open competition under 10 U.S.C 3204(a)(1). The contract will support orbital and suborbital space hardware processing, Unmanned Systems (UMS) flights, and ground and sea surface vehicle operations. The contract requires unique skills and specialized capabilities to support complex NASA missions and global operational requirements.

Interested contractors must submit their capabilities and qualifications electronically by 3:00 PM EST on May 21, 2025. The capability statement should include company name, address, phone number, point of contact, and relevant qualifications. NASA will evaluate these submissions to determine whether to proceed with a competitive procurement process, with the final decision solely at the government's discretion. The contract will allow for both Firm Fixed Price (FFP) and cost-no-fee (CNF) task orders, enabling flexible mission support. Contractors should be prepared to provide engineering studies, mission planning, launch site and payload processing, and specialized services for WFF Research Range missions. The contract emphasizes the need for contractors with specific training, certifications, and understanding of specialized assets deployed globally. Potential contractors should note that the work may involve handling complex mission requirements and potentially classified materials.
