About this file
This Statement of Work (SOW) outlines services for the Mid-Atlantic Regional Spaceport V (MARS V) contract for NASA Goddard Space Flight Center's Wallops Flight Facility. The contract is an Indefinite Delivery Indefinite Quantity (IDIQ) task ordering process supporting NASA, U.S. government agencies, and commercial missions, with a planned period of performance from March 1, 2026 to February 28, 2031.
Key services include studies and mission planning, launch site services, and Unmanned Systems (UMS) site services. Specific activities encompass flight hardware handling, transportation, fueling, site improvements, safety and security oversight, airfield management, and support for launch and processing of orbital and suborbital space hardware. The contract allows for task orders to be issued as cost (no fee) or Firm-Fixed-Price (FFP), with UMS Runway services specifically to be issued as FFP task orders. The SOW emphasizes support for missions requiring specialized skills, equipment, and potential handling of classified materials up to Top-Secret level.

STATEMENT OF WORK
FOR
LAUNCH SITE SERVICES SUPPORTING
LAUNCHES/PROCESSING FACILITIES/UNMANNED SYSTEMS SERVICES
CONDUCTED
AT THE NASA WALLOPS FLIGHT FACILITY
INTRODUCTION
The objective of this effort is to provide NASA, and other U.S. Government agencies with critical capabilities necessary for the launch and processing of orbital and suborbital space hardware and for supporting UnManned Systems (UMS) flights as well as ground and sea surface vehicles from the NASA Goddard Space Flight Center’s (GSFC) Wallops Flight Facility (WFF). The contractor shall provide services involving engineering studies, mission planning, as well as launch site, payload processing, UMS airfield services and other specialized services for WFF Research Range missions. The contract provides for the establishment of an Indefinite Delivery Indefinite Quantity (IDIQ) task ordering process for NASA missions, other U.S.
Government agency-sponsored missions, and commercial missions that support NASA missions/requirements. The NASA Contracting Officer, on a task basis thereof, will assign services for these areas, or portions. All the below sections except for the UMS Runway Site Services shall be issued as a cost (no fee) or Firm-Fixed- Price (FFP) task order. The UMS Runway services shall be issued as FFP task orders.
STUDIES AND MISSION PLANNING
The Contractor shall provide, on a task order basis, the necessary personnel, facilities, materials, and services to perform specialized studies associated with the conduct of prospective missions for NASA to be launched/flown or operated on ground and sea from WFF. These studies may relate to the ability of:
• NASA and the Contractor’s infrastructure and equipment to meet mission requirements.
Studies may also define required additions/upgrades, costs, schedules, safety and regulatory issues, potential sources, and other details that would lead to new capabilities enabling mission requirements to be met.
• WFF processes, procedures, and technical abilities to support flight, ground and maritime projects that government organizations may choose to conduct at
WFF.
• Other similar activities that relate to the ability and performance of NASA and the Contractor to meet requirements and provide high quality services to WFF launch/flight/ground/maritime projects.
The Contractor shall also provide the necessary resources to perform project-planning activities for missions conducted from WFF utilizing the Contractor’s launch infrastructure/equipment, processing facilities, UMS Site and other services. These activities may include:
• Participation in project planning Technical Interchange Meetings (TIMs), reviews, telecons, post-mission debriefings, investigations, and other similar functions. The potential exists for these meetings to require classified discussion and analysis to the Top-Secret Level.
• Development of plans, procedures, schedules, costs, technical issues, required purchases, and other similar functions to meet mission-specific requirements.
These activities may entail requirements for personnel travel to government-designated or supplier facilities. The Contractor shall document studies and mission planning activities as defined in task orders issued. Some of this travel may be outside of the United States. The contractor will be required to follow NASA procedures for foreign travel.
I. LAUNCH SITE AND OTHER SPECIALIZED SERVICES
The Contractor shall provide, on a task order basis and in accordance with government requirements and regulations, the necessary personnel, materials, equipment, and commodities to provide services supporting GSFC’s commitments to government and commercial launch range customers that support NASA’s or other government organization mission requirements. These services associated with launch activity at WFF may include, but are not limited to:
• Launch site flight hardware handling, erection, installation, and activities.
• Providing for access to flight hardware when erected at the launch site.
• Providing for launch site-related improvements on the existing launch pads, necessary for support of future mission requirements.
• Providing for the repair to the existing launch pads in the event of damage to them, if
NASA would elect to partially or fully fund such repairs.
• Activities supporting preparations of launch vehicles and spacecraft prior to installation at the launch site.
• Providing for the specialized transportation of project flight hardware to, from, and around WFF.
• Fueling-related activities for appropriate vehicle systems.
• Providing for expendable gasses, fuels, and other similar products used to prepare the vehicle/spacecraft for launch or processing. This includes the potential for providing commodities for NASA usages off the MARS leased site.
• Safety, environmental, and security oversight of flight hardware and procedures while located at the launch site. The safety, environmental, and security procedures should follow NASA standards as baseline guidance that will provide the minimum level of effort. Security procedures should include the potential for classified material to the Top Secret Level.
• Other similar logistical services.
II. UMS SITE SERVICES
The Contractor shall provide, on a task order basis and in accordance with government The Contractor shall provide, on a task order basis and in accordance with government requirements and regulations (including NPR 7900.3, Aircraft Operations Management), the necessary personnel, materials, equipment, and commodities to provide services supporting GSFC’s commitments to government and commercial UMS customers that support NASA’s or other government organization mission requirements. Services associated with UMS activities that support NASA’s mission and/or requirements or other federal entities at WFF may include, but are not limited to:
• Providing general UMS Airfield Manager and airfield staff mission support activities, site preparation and coordination, flight and testing operations, and post mission close out activities.
• Providing power and communications for projects.
• Providing for UMS site-related improvements on the existing runway and UMS
Site, necessary for support of future mission requirements.
• Providing for the repair to the existing runway in the event of damage, if NASA would elect to partially or fully fund such repairs.
• Activities supporting preparations of UMS vehicles, payloads, and associated ground equipment.
• Providing for the specialized transportation of project flight hardware to, from, and around WFF.
• Fueling-related activities for various UMS.
• Safety and security oversight of UMS hardware and procedures while located at the
UMS Site or other areas under the access control of the Contractor. The safety and security procedures should follow NASA standards as baseline guidance that will provide the minimum level of effort. Security procedures should include the potential for classified material to the Top-Secret Level.
• Other similar logistical services.
