About this opportunity
The Department of Veterans Affairs, NCO 15, intends to award a sole-source Blanket Purchase Agreement to J.E. Federal Enterprises for the Micromedex Clinical Evidence Standard Package with RED BOOK subscription services, with capability statements due by May 23, 2026. The procurement is justified under FAR 6.103-1(b) (Only One Responsible Source) and FAR 6.103-1(d) (Brand Name Description); market research confirmed no alternative vendors—including SDVOSBs, VOSBs, or small businesses—are authorized resellers of Micromedex for VA clinical environments.
Place of performance spans eight VA CMOP locations: Charleston, South Carolina; Chelmsford, Massachusetts; Hines, Illinois; Lancaster, Texas; Murfreesboro, Tennessee; National Office; Shawnee, Kansas; and Tucson, Arizona. All deliverables ship to the VA CMOP National Office in Shawnee, marked for James Hinspeter.
The BPA covers 40 users (5 per facility across 7 sites plus the National Office) and requires CPRS-compatible access for prescription verification and enterprise-wide standardization. The contract term runs one base year (June 1, 2026–May 31, 2027) plus four option years through May 31, 2031, on a firm-fixed-price basis. The estimated value is forty-seven million dollars. VA CMOP has procured Micromedex exclusively from J.E. Federal Enterprises for 10 consecutive years under prior contracts 36C77021P0537 and VA770-16-D-0016. Price reasonableness will be evaluated through comparison to historical pricing, Independent Government Cost Estimate analysis, and vendor quotation review. Invoices must be submitted electronically through VA's Tungsten Network annually. The primary contracting officer is Nicholas Schulte. NAICS code is 513210, Software Publishers; PSC is U099, Education/Training–Other.
