1. Introduction

The Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP) provides mail-order prescriptions to Veterans through seven highly automated pharmacy distribution facilities nationwide and the National CMOP Office. CMOP pharmacists rely on an authoritative, up-to-date electronic pharmaceutical reference database to support prescription verification and clinical decision-making.

This Performance Work Statement (PWS) outlines the requirements for a Micromedex Clinical Evidence Standard Package with RED BOOK subscription to be provided under a Blanket Purchase Agreement (BPA). • Support the CMOP prescription verification process through a proven, enterprise-wide centralized subscription.

• Achieve standardization and cost efficiency through a single BPA covering all eight CMOP locations, eliminating duplicative facility-level procurements.

3. Scope

4.1.3. Product information consistent with FDA-approved labeling and off-label usage, including:

• Administration and dosing for adult, geriatric, obese, renal impairment, and hepatic impairment populations

• Administration routes and storage/stability instructions

• Dosage forms, NDCs, and dietary considerations

• Preparation for administration

• Pharmacodynamics and pharmacokinetics

• Drug monitoring parameters

• Drug interactions, black box warnings, contraindications, warnings, and precautions

• Adverse reactions, allergies, and idiosyncratic reactions

• Patient information materials

4.1.4. Pharmacokinetic tools, toxicology guidelines, comparative efficacy data, bioequivalence codes, and investigational drug information, with the capability to display, sort, compare, and filter multiple products by name, strength, alcohol-free status, gluten-free status, and off-label information.

4.1.5. The capability to:

• Perform side-by-side drug comparisons

• Review comparative efficacy data

• Check for potential drug-drug interactions

• Provide REMS summaries

• Screen for allergy interactions

• Provide Natural Product information

• Generate sortable product tables

4.2 RED BOOK Integration

The subscription shall include RED BOOK drug pricing data, providing the industry standard for pricing across prescription, OTC, and non-drug products.

4.3 Access and Authentication

4.3.1 The contractor shall provide all eight CMOP sites with access to a single web-based drug information platform.

4.3.2 CMOP sites shall have the option to authenticate by IP address validation on an enterprise basis or by individual username and password.

4.3.3 Authorized users shall be able to access the platform from any VA networked computer and/or through CPRS (VA electronic health record software).

4.3.4 The contractor shall activate access for all forty (40) authorized users no later than the first day of each order's period of performance.
