About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking off-site incineration services for the secure destruction of 25,200 pounds of microfilm records containing personal identifiable information (PII). The records consist of 16-mm microfilm reels, 4" film rolls, and 4" x 6" film sheets containing administrative financial and payment records from the 1950s through 1990s that have met agency retention requirements. Contractors must destroy the materials to NIST 800-88 hard copy microform standards, reducing the film to white ash, and must possess either NAID AAA or ISO 9001:2015 certification along with appropriate bonding and insurance. The evaluation will focus on company capabilities, business size, governance structure, pricing factors, chain of custody processes, and storage/security methods as outlined in required 25-page capability statements. Responses to this Request for Information are due by July 2, 2025 at 11:00 PM EST, with submissions directed to Michael Silva and Alex Alexander at the VA Strategic Acquisition Center.

This pre-solicitation indicates no set-aside designation is currently being used, though the VA is exploring potential set-asides for Service-Disabled Veteran Owned Small Businesses (SDVOSB). The contract involves the pickup and destruction of 16 pallets containing 722 sealed, 1-cubic foot corrugated boxes of microfilm records currently located at the Records Center & Vault dock in Neosho, Missouri. The Performance Work Statement specifies a 45-day period of performance with incineration to be completed within 14 days of record removal from the facility. The VA prefers contractors located within a 200-mile radius of the Neosho facility and expects work to be performed on business days. The contract structure will be a firm fixed-price purchase order, with the contractor responsible for all transportation and destruction costs. No incumbent contractor or specific budget range has been identified in the available documentation.
