About this opportunity

The Defense Logistics Agency (DLA) is seeking information on microcircuit traceability and counterfeit mitigation technologies through this Request for Information (RFI), classified under Testing Laboratories and Services (NAICS 541380). The agency requires a reliable method to trace individual microcircuits to their original vendors once devices are removed from unit packaging, and is exploring new or alternative technologies that meet or exceed the current plant-based DNA marking standard used since 2015. Respondents must submit comprehensive information including company profiles, five-year cost estimates, technical approaches, performance metrics, strategies to mitigate counterfeit parts, and narratives detailing how their firms identify part and material origin. The RFI is strictly for market research and acquisition planning purposes; the government makes no commitment to issue a solicitation or award a contract based on responses, and no costs will be reimbursed. The submission deadline is May 21, 2026.

This pre-solicitation notice includes no set-aside designations and identifies Applied DNA Sciences (ADNAS) as the current incumbent supplier of the botanical DNA marking solution. While no specific award value is disclosed in the RFI, the draft Statement of Work references cost-effectiveness requirements for annual volumes of 20,000 to 100,000 devices, suggesting a substantial procurement scope. Key technical requirements include marking durability on multiple substrate types (ceramic, plastic, nickel, and gold), a marking size constraint of 2mm x 2mm, thermal tolerance thresholds of 150°C for military-grade or 85°C for commercial-grade devices, and the capability to process up to 10,000 devices within seven days. The primary performance location will be the Electronics Product Test Center (EPTC) in Columbus, Ohio, where the government will provide facility access, test microcircuits, and supporting personnel.

Background & Objective:

The Defense Logistics Agency (DLA) requires a reliable method to trace individual microcircuits to their original vendor to mitigate counterfeit risks, specifically once devices are removed from unit packaging.

DLA has utilized plant-based Deoxyribonucleic Acid (DNA) marking since 2015 for device authentication and contract traceability. We are now seeking information on new or alternative technologies that meet or exceed this current standard.

Response Requirement:

Please include the following information in your response:

  1. Company Profile (Address, Business Size, CAGE, POC)
  2. Five-year cost estimate
  3. Recommendations to improve the attached draft Statement of Work (SOW)
  4. Technical approach for accomplishing the draft SOW
  5. Strategies to mitigate counterfeited parts and materials
  6. Proposed performance metrics and deliverables
  7. Narrative detailing how your firm identifies part/material origin

Legal and Administrative Information:

This RFI is for market research and planning purposes only.  It does not constitute a solicitation for bids, a Request for Proposal (RFP), or a Request for Quote (RFQ).

No Commitment: The government is not committed to issuing a solicitation or awarding a contract based on this RFI.

No Reimbursement: The government will not reimburse costs associated with responding to this request.

Purpose: Responses will be used to assess industry capabilities and refine the government's acquisition strategy.

Submission Instructions:

Please submit all responses to the Point of Contact specified within this RFI.  A DRAFT SOW is attached with further technical details.
