About this opportunity
Naval Sea Systems Command seeks two pallet-mounted, forklift-transportable microbulk liquid nitrogen tanks with proposals due June 8, 2026. Amendment 0002, issued June 3, extended the original May 29 deadline to June 8 and adjusted the submission time to 12:00 PM; all other terms remain unchanged. This is a Total Small Business set-aside.
Place of performance is Portsmouth, Virginia. The tanks must be 1,750 gallons minimum capacity, rated for 500 psig or greater maximum allowable working pressure, with maximum full weight of 40,000 pounds and maximum height of 144 inches including pallet. Evaporation rate shall not exceed 0.6% per day. A vaporizer capable of 3,500 standard cubic feet per hour minimum must be mounted on the same pallet, supplying outlet temperatures with a 10-degree Fahrenheit approach to ambient at 350 psig working pressure. Construction must comply with ASME Boiler and Pressure Vessel Code Section VIII Division I for the inner vessel (type 300 series stainless steel), CGA-341 for the stainless steel outer jacket, and ANSI B31.3 for piping, with certificates of compliance required. The tank must be designed for -320 degrees Fahrenheit minimum and include specified instrumentation: differential pressure liquid level gage, pressure gage, pressure relief valves, pressure safety elements/rupture discs, a pressure building coil, and a Hastings Instrument model DV-6R vacuum gage tube. Cryogenic-rated valves and piping are required, including vacuum line shut-off valve, isolation valves, and a 1-1/2" cryogenic nitrogen NI-150 CGA fill connection. Contractors must provide three sets of bound technical manuals plus digital copies with complete operating instructions, maintenance procedures, parts lists, piping schematics, and tank drawings. Delivery is firm fixed price on or before September 30, 2026, with inspection and acceptance at both destination and contractor's facility. NAICS 332420; PSC 5430. Quotations must be submitted via email to michelle.r.augustus.civ@us.navy.mil and include technical capability documentation, completed SF 1449 with representations and certifications, delivery lead time, and acknowledgement of amendments. Questions are due four days prior to closing.
