The Department of Agriculture Agricultural Research Service seeks expansion and upgrading of Micro-Oxymax Respirometers, with quotations due July 18, 2026 and questions due by June 24, 2026. This is a total small business set-aside (NAICS 334516, size standard 1,000 employees).
Place of performance is Berkeley, California. The procurement encompasses three Columbus Instruments Micro-Oxymax systems requiring standardization and expansion: System 2024-0323-6 (USDA property tag PP0000115503) requires expansion to full 20-channel capacity with standardization to GLS-80 wide mouth flasks and 3/8 tubing connections; Systems 2022-0277-4 (PP0000114647) and 2024-0124-1 (PP0000115340) require standardization to 3/8 tubing and GLS-80 wide mouth lid assemblies with 3/8 tubing connections and pass-through tubing modification to square 45-degree ports. Equipment must be compatible with existing systems, deliver comparable measurements across instruments, and represent current state-of-the-art technology.
The solicitation employs lowest-price-technically-acceptable (LPTA) evaluation with three sequential criteria: technical acceptability (exact brand, make, model number as specified; new items only; no alternates or equivalents accepted), past performance (assessed acceptable, neutral, or unacceptable based on quality, timeliness, cost control, and contract adherence), and price (fair and reasonable evaluation per FAR 12.204). Award will be made to the lowest-priced quotation found technically acceptable with acceptable or neutral past performance. Quotations must include detailed capability descriptions, government experience, and past performance history. Prices must remain firm for 90 calendar days from receipt date. Delivery is F.O.B. destination to 800 Buchanan Street, Albany, California. All quoters must be registered in SAM.gov at time of quotation and award.
