About this opportunity

The United States Geological Survey Oklahoma-Texas Water Science Center is procuring laboratory analysis services for Methyl-Isoborneol (MIB) and Geosmin concentrations in water samples through competitive Request for Quotations (RFQ) 140G0125Q0209. The primary objectives include assessing water-quality trends in Texas reservoirs, comparing field and laboratory methods for detecting cyanobacteria and taste-and-odor compounds, and understanding biological processes affecting drinking water quality. The contractor must use Solid Phase Microextraction (SPME) coupled with Gas Chromatographic/Mass Spectrometric analysis to detect MIB and geosmin at 1.0 nanograms per liter, analyze samples in duplicate, and provide results within 48 hours of sample receipt. Quotations will be evaluated based on technical capability and ability to meet specified service requirements, with submissions requiring four tabs including offer form, pricing schedule, federal forms, and a 3-page technical capability response. The response deadline is September 2, 2025, at 2:00 PM Mountain Time, with an anticipated award date of September 5, 2020.

This opportunity is designated as a 100% small business set-aside under NAICS code 541380 Testing Laboratories, with a size standard of $19 million. The contract structure includes a one-year base period with four one-year option periods and an optional 6-month extension, totaling a maximum of 5.5 years of services. The contractor will analyze approximately 98 water samples annually, with specific contract line items covering 98 samples for each base and option year, plus 49 samples for the potential 6-month extension period. Services will be delivered to the USGS Oklahoma-Texas Water Science Center, and vendors must be registered in SAM.gov to be eligible for award. All quotations must be submitted electronically to Mindie Dixon at mdixon@usgs.gov, and the contract is rated as a Defense Priorities and Allocations System order.
