About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base seeks repair and return/overhaul services for Mexican F-5 aircraft components, with proposals due August 12, 2026. The government intends to award multiple indefinite delivery indefinite quantity (IDIQ) contracts, though it reserves the right to award one contract or no contract depending on proposal quality, pricing, and available funds.
Place of performance is Hill Air Force Base, Utah (7981 Georgia St, Hill AFB, UT 84056). This is an unrestricted acquisition with NAICS code 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC J016 (Maint/Repair/Rebuild of Equipment—Aircraft Components and Accessories).
The procurement covers repair and overhaul of five F-5 components: Canopy Seal Regulators (NSN 4820-00-003-1821, P/N 131100, qty 2); Valve Ram Air (NSN 4810-01-039-8886, P/N 1062-20-3, qty 2); Cabin Air Safety Valve (NSN 4810-00-483-3925, P/N 396-00-505, qty 2); Tachometer Generator Engine T5 (NSN 6105-00-766-5191, P/N 5018T98P01, qty 2); and Regulator Slave Pressure (NSN 1650-01-034-5866, P/N 57070, qty 2). All CLINs are firm fixed price for Foreign Military Sales Case Number MX-D-QAM. Delivery is required within 120 calendar days of award.
Offerors must demonstrate current or previous U.S. Government contract repair/overhaul experience with identified parts. Performance requirements include beginning teardown test and evaluation within 45 days of award; providing cost proposals within 45 days of part receipt; completing repairs within 120 days; maintaining a 90 percent rework-free rate; and meeting AS9110 certification or equivalent quality management standards. Critical Safety Items require 100 percent inspection per Aviation Critical Safety Item Management Handbook and AFI 20-106.
Evaluation weighs Technical Approach (four subfactors: Qualified Repair Source, Ramp-up Timeline/Schedule, Technical Ability, and Supply Discrepancy Reporting Process) as significantly more important than Price, with Price contributing substantially. Technical ratings for subfactors 2–4 range from Outstanding (Blue) to Unacceptable (Red) with corresponding risk assessments. Subfactor 1 uses Acceptable/Unacceptable only. The government intends award without discussions. No Government Furnished Property will be provided.
