About this opportunity

The U.S. Embassy in Mexico City is seeking a vendor to develop a comprehensive roadmap and mapping process to guide U.S. companies through Mexico's import procedures for 25 specific food and agricultural products into the Mexican market. The solicitation requires the contractor to create detailed, actionable documentation that identifies legal requirements, step-by-step import processes, risk management strategies, and common importer issues, with visual aids such as diagrams and flowcharts included in the deliverables. Contractors must be registered in the System for Award Management (SAM) database and demonstrate technical expertise, previous experience, and strong project management capabilities. The evaluation will be conducted on a lowest-priced, technically acceptable basis, considering factors including project management timeline, cost, technical expertise, previous experience, and team composition. The original proposal deadline of August 1, 2025, has been extended to August 15, 2025, at 12:00 PM Mexico City local time, with questions having been due by July 24, 2025, and final delivery required by September 12, 2025.

This opportunity operates under a firm-fixed price purchase order structure with no set-aside designation, making it open to all responsible sources that meet the requirements. No incumbent contractors or budget ranges have been disclosed by the embassy, which has indicated this is the first project of its kind for their Foreign Agricultural Service/Agricultural Trade Office. The project spans 30 weeks and covers 25 distinct product categories including cheese, fresh fruit, frozen fruits and vegetables, processed foods, condiments, seafood, pet food, beverages, and forestry products. Performance will take place in Mexico City, Mexico, with the final deliverables to be provided in English and an optional Spanish translation available. The embassy has confirmed they will conduct a virtual walkthrough of the final manual during the project handoff process and may extend review periods as needed.
