About this opportunity
The National Institute of Standards and Technology (NIST) published a Special Notice announcing its intent to award a sole source contract to Mitutoyo America Corporation for metrology software upgrades. The notice, posted on July 22, 2025, with a due date of July 28, 2025, is designated under announcement number NIST-NOI-25-7301803. NIST plans to negotiate a firm-fixed price purchase order for software licenses needed to upgrade their existing Mitutoyo Kogame Coordinate Measuring Machine (CMM) located in the Digital Twin Laboratory. The acquisition falls under NAICS code 513210 for Software Publishers with a $47 million size standard. This is a notice of intent rather than a request for quotations, and no solicitation document will be issued.
The sole source determination is based on NIST's need to upgrade proprietary software (MCOSMOS and MiCAT Planner) that is exclusively compatible with their existing Mitutoyo CMM equipment. The current software versions are outdated and must be updated to ensure optimal machine function, specifically upgrading MCOSMOS to Version 5.3 or later and MiCAT Planner to Version 2.1 or later. The contractor must deliver and install the software on-site at NIST's Gaithersburg, Maryland campus within thirty days of contract award. Only Mitutoyo America Corporation is eligible for this opportunity due to the proprietary nature of both the equipment and software. The contract will be awarded under FAR Subpart 13.106(b)(1) authority, which allows contracting officers to solicit from a single source, and payment will be made on a NET30 basis following successful delivery, installation, and acceptance testing.

Description
Please see the attached draft Statement of Requirements for details.
Sole Source Determination
The sole source determination is based on the following:
The NIST Engineering Laboratory owns and operates a Mitutoyo Kogame Coordinate Measuring Machine (CMM) in the Digital Twin Laboratory (DTL). As part of normal operation of the CMM, NIST uses two main softwares called MCOSMOS and MiCAT Planner which are proprietary to the original equipment manufacturer, Mituotyo Corporation. The CMM itself is also proprietary to this contractor.
The CMM owned by NIST uses dated software (MCOSMOS Version 4 and MiCAT Planner Versions 1.0~1.4) which must be updated to current versions to ensure optimal function of the machine. Mitutoyo Corporation operates using international divisions including Mitutoyo CTL Germany GmbH (Germany) and Mitutoyo America Corporation (MAC). MAC is the only authorized provider to United States for this commercial software requirement and is thus the only contractor capable of providing the required products to NIST.
