About this file

This Statement of Requirements details NIST's need for metrology software upgrades for a Mitutoyo Kogame Coordinate Measuring Machine (CMM) located in the Digital Twin Laboratory. The requirements include purchasing software licenses to upgrade MCOSMOS to Version 5.3 or later and MiCAT Planner to Version 2.1 or later, with specific technical requirements such as supporting previous features, providing updated user interfaces, and enabling QIF and CAD import capabilities. The contractor must deliver and install the software on-site at the NIST Gaithersburg, MD campus within 30 days of award, with additional tasks including engineer support, Fieldbus IO Card configuration, and MEASURLINK setup. The contract is firm fixed-price with payment on a NET30 basis following successful delivery, installation, and acceptance, which will be determined through performance tests evaluating the software's automated inspection, export, and data streaming capabilities.

STATEMENT OF REQUIREMENTS

Metrology Software for Mitutoyo Kogame Coordinate Measuring Machine

I. BACKGROUND INFORMATION

The National Institute of Standard and Technology (NIST) Engineering Laboratory (EL) owns and operates a Mitutoyo Kogame Coordinate Measuring Machine (CMM) in the Digital Twin Laboratory. The CMM and its software are proprietary to the original manufacturer, Mitutoyo.

The CMM uses dated software (MCOSMOS Version 4 and MiCAT Planner Versions 1.0~1.4) which must be updated to current versions to ensure optimal function of the machine.

II. PURPOSE

The purpose of this acquisition is to procure current versions of the Mitutoyo MCOSMOS and MiCAT Planner metrology software packages for the Mitutoyo Kogame CMM owned by the

NIST EL.

III. REQUIREMENTS

The Contractor shall provide the following software as well as on-site software installation support at the NIST Gaithersburg, MD campus:

A. One Software License to Upgrade MCOSMOS to Version 5.3 or later

• Shall support all features previously available in MCOSMOS Version 4

• Shall include updated user interface with up-to-date online training resources

• Shall support MiCAT Planner

B. One Software License to Upgrade MiCAT Planner to Version 2.1 or later

• Shall support all features previously available in MiCAT Planner Versions 1.0 through 1.4

• Shall support QIF MBD, QIF Plan Export, and QIF Plan Import

• Shall include updated features for Computer Aided Design (CAD) import, GD&T, and interpreting PMI data.

C. Engineer Support with Fieldbus IO Card

D. Set up MEASURLINK to work with upgraded software

Software license upgrades shall include provision of a USB dongle (MCOSMOS Codemeter) and offline upgrade of MCOSMOS.

IV. DELIVERY AND INSTALLATION

The Contractor shall deliver the software on an F.O.B. Destination basis and install the software on site at NIST Gaithersburg, MD within 30 days of award.

FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.

The contractor shall deliver to the following address for initial receiving activities:

V. INSPECTION AND ACCEPTANCE

In addition to the inspection and acceptance terms articulated in FAR clause 52.212-4, the Government reserves the right to perform performance tests and evaluations as defined below.

Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. NIST will run an automated inspection program on a test part and export the results to QIF while collecting real time operational and condition data from the CMM which will be streamed to an MTConnect agent. The requirements for successful inspection and acceptance are as follows:

a. Automated part inspection program can be created, managed, and run using

CMM

b. The results from inspection can be easily exported to QIF format

c. During the inspection process, the MTConnect adapter is able to publish all relevant data from the CMM to a MTConnect agent hosted on the same network as the machine

The Government will test, inspect, and accept or reject the software and installation within five business days of the receipt of the equipment unless otherwise indicated above.

VI. PAYMENT SCHEDULE

This is a firm fixed price contract requirement. The Contractor will be paid on a NET30 basis following completed delivery, installation, inspection and acceptance, as well as NIST receipt of a proper invoice.
