About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure four variants of Metering Fuel Pumps for High Mobility Multipurpose Wheeled Vehicles (HMMWVs), all manufactured by Stanadyne Corporation. The solicitation is for a 5-Year Indefinite Delivery/Indefinite Quantity (IDIQ) long-term contract covering four specific National Stock Numbers (NSNs) supporting 6.2 and 6.5 Liter Diesel Engines for legacy and up-armored HMMWV versions. The government will utilize an "All or None by NSN" evaluation strategy, potentially making split awards to the responsive low offeror for each NSN based on total evaluated price across five ordering years. Proposals must be submitted electronically by June 30, 2025, at 5:00 PM, with the government reserving the right to make up to four individual contract awards. The evaluation will focus on the lowest evaluated price for each NSN, considering the total price across all five potential ordering years.
The solicitation has no specific small business set-aside, and Triman Industries is identified as the exclusive military distributor for these components. The total contract value ranges from $787,459.68 (minimum) to $24,417,589.15 (maximum) over five years, with annual estimated values of $4,883,517.82. Quantity requirements vary by NSN, including a minimum of 132 and maximum of 3,300 for the 6.5L Detuned variant, 168 to 6,841 for the 6.5L Aspirated variant, 45 to 1,125 for the 6.2L Basic variant, and 363 to 10,890 for the 6.5L Turbo variant. Packaging must meet Military B or Military B with Special Packaging Instruction standards, with delivery destination set at the Red River Army Depot in Texarkana, TX. The government does not own any technical data or drawings for these items, and the manufacturing source remains exclusively Stanadyne Corporation.
