About this opportunity
The Naval Postgraduate School's Mechanical and Aerospace Engineering department is procuring a complete metallurgical optical microscope system to complement and eventually replace their aging Nikon Epiphot 200 microscope. The Department of the Navy Naval Supply Systems Command is conducting this acquisition for equipment that must be capable of imaging metallic, ceramic, polymeric, composite, and mineralogical samples through various modes including brightfield, darkfield, polarized light, and differential interference contrast. The system must include a primary inverted/metallurgical optical microscope with at least five objective lenses ranging from 2X-5X to 100X magnification, a high-resolution digital camera with minimum 1080p resolution and USB 3.0 connectivity, a Windows 11-capable computer, and comprehensive image analysis software for microscope control and sample analysis including grain size, porosity, and phase analysis capabilities. The procurement will be evaluated using Lowest Price Technically Acceptable (LPTA) criteria under FAR Part 13.106 simplified acquisition procedures. Quotes are due by 1:00 PM PST on August 14, 2025, with delivery required between September 30, 2025 and January 20, 2026.
This solicitation is set aside for Women-Owned Small Businesses (WOSB), though the opportunity description indicates it is a Total Small Business set-aside. The procurement seeks one complete optical microscope system under CLIN 0001 on a firm fixed price basis, with no specific budget range disclosed in the available documentation. The equipment will be delivered to the NPS Warehouse in Monterey, California during specified weekday hours, with all packaging required to include the USG Contract Number. Offerors must submit only the completed SF 1449 solicitation cover sheet, pricing information, and proof of qualifications limited to a maximum of three pages. The microscope system will primarily serve students but will also support staff and faculty research activities, replacing equipment where finding replacement parts has become increasingly difficult due to the manufacturer no longer producing optical microscopes.
Notice text
The MAE department at the Naval Postgraduate School (NPS) owns an inverted metallurgical optical microscope. The microscope is a Nikon Epiphot 200, which is still functional. The microscope, however, is old and finding replacement parts is increasingly difficult. This is especially problematic as Nikon no longer manufactures optical microscopes. To compliment and eventually replace the Nikon optical microscope, we seek a new inverted and/or metallurgical optical microscope. The new microscope will be used in the same way as the Nikon, primarily by students, but also by staff and faculty for their classwork and research. The microscope should be one that can image metallic, ceramic, polymeric, and composite samples. The microscope should also allow for imaging of mineralogical samples. It should come with software capable of both hardware control and imaging analysis. REFERENCE SOR & REFERENCE RFQ # N0024425QS087 ATTACHMENTS. Also, Please provide a lead time. Delivery Time is flexible. Would prefer 30 days but understand if that is not viable. NOTE: This is the official RFQ N00244-25-Q-S087.
