About this opportunity
Defense Logistics Agency is offering metallic and non-metallic scrap material—iron and steel scrap mixed with foreign attachments, enameled stock, coated paint cans, tin cans, borings, turnings, and other inferior grades—with bids due November 9, 2026, at 1:00 p.m. EST.
The sale is a three-year base period term contract with two optional one-year extension periods, not to exceed 60 months total. The Government estimates providing 1,250,000 pounds during the base period, with a guaranteed minimum of 625,000 pounds and maximum of 12,500,000 pounds. Material is located at DLA Disposition Services Susquehanna, Pennsylvania. Two line items comprise the contract: iron and steel scrap (estimated 1,225,000 pounds) and white appliance goods (estimated 25,000 pounds). All material is assigned Demilitarization Code A and requires scrapping to render items unserviceable.
Award goes to the highest bidder based on total projected revenue calculated by multiplying each line item's unit price per pound by evaluation weight quantities. Bidders must submit sealed bids using SF 114 and SF 114A with pricing in U.S. dollars per pound (not exceeding five decimal places) and pay within 30 calendar days of billing. The pre-award survey requires Environmental Responsibility Determination review and a pre-payment/performance deposit of 20 percent of one year's estimated weight generation multiplied by the unit bid price. Bidders must inspect property prior to submission, obtain proper licensing and permits, and comply with federal and state environmental regulations. Inspection begins October 9, 2026. Sealed bids are received at Room 6-2-C11, Battle Creek, Michigan 49037-3092.
