About this opportunity
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) seeks quotes for a Master Blanket Purchase Agreement to supply metal products to ERDC facilities nationwide over five years, with proposals due July 20 at 12:00 PM. The procurement is a 100 percent women-owned small business set-aside under NAICS 331110 (Iron and Steel Mills and Ferroalloy Manufacturing), with a 1,500-employee size standard.
The Government anticipates awarding 3 to 5 multiple-award BPAs from a pool with a combined not-to-exceed capacity of $9 million, with no minimum guarantee. Individual BPA call orders will not exceed the simplified acquisition threshold ($250,000 maximum per call). The BPA term is five years from award or until the $9 million limit is reached, whichever occurs first.
Delivery is required to nine ERDC facility locations: Vicksburg, Mississippi (administrative site); Cold Regions RDL Hanover, New Hampshire; Construction Engineering RDL Champaign, Illinois; Geospatial RDL Alexandria, Virginia; Coastal and Hydraulics Lab Duck, North Carolina; Lewisville Aquatic Ecosystem RDF Lewisville, Texas; USACE Reach-back Operations Center Mobile, Alabama; Permafrost Tunnel Research Facility Fox, Alaska; and Permafrost Experiment Station Fairbanks, Alaska. Required supplies include structural steel (pipe, tube, angles, channels, beams, bars, plates, sheets, flats, rounds), special alloys (projectile material, aircraft quality aluminum, tool steel, non-ferrous alloys), special metals (aluminum, copper, stainless, brass, nickel), and other metals (titanium, carbide endmills, hardened grades).
Evaluation weights three equally-important factors: Technical Capability (corporate capacity, call execution plan, relevant experience, and key personnel qualifications); Past Performance (contracts completed within the last five years demonstrating quality, cost control, and schedule adherence); and Price. Offerors must submit pricing for every item on the full pricing schedule upfront with proposals; pricing will be verified and adjusted at each BPA call to reflect current market rates. Proposals require three volumes: Volume I (up to 80 pages including a mandatory geographic capability statement for all nine locations), Volume II (up to 20 pages of past performance narrative with questionnaires or CPARS reports), and Volume III (completed Standard Form 1449 and pricing schedule). All prospective contractors must be registered in SAM prior to the quote due date. Electronic submission is required to ethel.d.grant@usace.army.mil.
