About this file

This document is a Questions and Answers file for a Plastic and Metal Master Blanket Purchase Agreements (BPAs) solicitation, dated June 22-23, 2026.

There is no predecessor contract or current vehicle for this procurement. The Government will not provide historical purchasing information, including frequently ordered items, estimated annual ordering volumes, number of BPA calls issued per year, typical BPA call dollar values, or estimated ordering volumes by ERDC location. Historical BPA call data, prior contract numbers, and incumbent contractor information will not be made available to offerors. The Government expects to establish approximately 3-5 BPA holders, though additional awards may be made if determined advantageous to the Government. Offerors should address any special access, receiving, or freight considerations for remote delivery locations in Alaska within their Geographic Capability Statement as specified in the solicitation.

Pricing for every item on the full 53-page pricing schedule is required with contractor proposals upfront, not at the time of each BPA call. Proposals must be submitted in accordance with solicitation requirements. Although a maximum price cap applies to each Master BPA, pricing will be verified at the time of every BPA call to ensure pricing remains current, addressing concerns about inflation and price volatility. Offerors have 10 working days to complete the pricing schedule submission.

ANSWER

8. There is no Current Vehicle.

QUESTION

9. Are there any other options regarding the 53-page pricing schedule? I fear the vendors will give negative feedback because of the size of an invalid order. Things of this nature could be detrimental to the relationships between Master BPAs and supply vendors. I'm not sure 10 working days will be enough time for a vendor to complete an invalid price schedule of this magnitude.

9. Please provide the proposal in accordance with the solicitation.

QUESTIONS AND ANSWERS FOR PLASTIC AND METAL MASTER BPAs

1. I see that there are price lists included in the solicitation postings on SAM.gov, but my understanding of these BPAs from past experience is that pricing is requested at the time of each BPA call. Do I need to provide pricing for the full list of supplies up front?

1. Yes, pricing for every item is required with Contractor proposals.

2. It' state's, maximum price for each Master BPA. But with the current inflation pressure, prices are skyrocketing on a daily basis, products have doubled the price & fuel prices are rising. Does this price cap reasonable in this situation?

2. Pricing will be verified at the Time of every BPA Call to insure pricing is up to date.
