About this file

This is a Request for Proposal (RFP) for a Master Blanket Purchase Agreement (BPA) to establish a pool of 3-5 multiple-award BPAs for the supply and delivery of metal supplies to various Engineering Research and Development Center (ERDC) facility locations across the United States. The solicitation number is W912HZ26QA0280001, issued by the U.S. Army Corps of Engineers (USACE) ERDC Contracting Office on June 18, 2026, with proposals due by July 20, 2026 at 12:00 PM. Contact information: Ethel Grant, (601) 634-2372, ethel.d.grant@usace.army.mil.

The BPA covers supply and delivery of structural steel (pipe, tube, angles, channels, beams, bars, plates, sheets, flats, rounds), special alloys (projectile material, aircraft quality aluminum, tool steel, non-ferrous alloys), special metals (aluminum, copper, stainless, brass nickel), and other metals (titanium, carbide endmills, hardened grades) to nine ERDC facility locations: ERDC Vicksburg MS, Cold Regions RDL Hanover NH, Construction Engineering RDL Champaign IL, Geospatial RDL Alexandria VA, Coastal and Hydraulics Lab Duck NC, Lewisville Aquatic Ecosystem RDF Lewisville TX, USACE Reach-back Operations Center Mobile AL, Permafrost Tunnel Research Facility Fox AK, and Permafrost Experiment Station Fairbanks AK. The BPA pool has a total estimated capacity of $9,000,000 with no minimum guarantee and a maximum individual call order value of $250,000. The BPA term is five years from award or until reaching the $9,000,000 limit, whichever occurs first. Evaluation criteria (weighted equally and significantly more important than price) include Technical Capability and Past Performance, with pricing as a secondary factor. Offerors must demonstrate capability to fulfill calls and deliver metal supplies to all nine locations via a comprehensive Geographic Capability Statement addressing logistics strategy and affirmative delivery commitment. Proposals consist of three volumes: Volume I (80-page limit) covering corporate capacity, key personnel, and geographic capability; Volume II (20-page limit) covering relevant past performance narrative and Past Performance Questionnaires; and Volume III (no page limit) containing completed Standard Form 1449 and pricing schedule. This is designated as a Women-Owned Small Business (WOSB) set-aside. The BPA will be awarded on a firm-fixed-price basis with orders placed via BPA calls, governed by simplified acquisition procedures under FAR Part 12.
