About this opportunity

The Department of Agriculture Agricultural Research Service seeks quotations for metal roof installation at its Tropical Plant Genetic Resources and Disease Research Unit in Hilo, Hawaii, with proposals due September 14, 2026. This is a Total Small Business Set-Aside; the small business size standard is $19.0 million.

Place of performance is Hilo, HI 96720 at the PWA Daniel K. Inouye U.S. Pacific Basin facility. The work involves installing a metal roof on an 8 by 40 foot containerized laboratory within a 60-calendar-day performance window beginning September 28, 2026, and ending December 31, 2026. The roof must be a gable-style design with 3/12 pitch using HPM 26-gauge corrugated metal roofing in Pattern 7 and Country Red color, with wood framing of Grade 2 treated lumber. The contractor must provide design, rough drawings, shop drawings, and structural calculations stamped by a Hawaii-licensed engineer. Roof attachment methods include welding, drilling, and bolting to container corner castings, but fasteners cannot penetrate the inner lab wall. Soffit closure must use 7/16-inch smart panel with continuous vinyl vent to prevent pest entry. The contractor must provide a one-year warranty from final acceptance and submit manufacturer's technical data sheets within 10 calendar days of Notice-to-Proceed.

The NAICS code is 238160, Roofing Contractors; PSC is Z2JZ. Questions are due September 1, 2026 at 4:00 PM Hawaii Standard Time. Organized site visits are scheduled August 24 at 9:00 AM and August 26 at 1:00 PM HST; registration closes August 21. Prevailing wage requirements apply under Hawaii Wage Determination HI20260001, Modification 3. Award will be made using lowest-price-technically-acceptable criteria, evaluating technical approach, company experience with relevant references, past performance, and price fairness and reasonableness. Amendment 01, effective September 10, 2026, posts site visit sign-in sheets and RFI responses; acknowledgement of amendment is required with quote submission.
