About this file

This Statement of Work describes the installation of a metal roof on an 8 x 40 foot containerized laboratory for the Tropical Plant Genetic Resources and Disease Research Unit (TPGRDRU) located in Hilo, Hawaii. The roof will protect a USDA APHIS quarantine container from weather elements to reduce rust and moisture damage. The contractor must provide all labor, equipment, and materials necessary to complete the project, including Construction Contract Administration.

The scope of work encompasses three primary phases: site preparation (framework and support installation secured to the container with no external supports outside the existing concrete moat), roof construction (wood framing with corrugated metal roof at a minimum 25% pitch, roof overhang for proper drainage, screening at building ends to prevent pest nesting, and wind-resistant securing), and site cleanup (removal of all waste materials and equipment). The contractor must provide a one-year warranty from the date of final acceptance per FAR 52.246-1 and submit manufacturer's technical data sheets within 10 calendar days of Notice-to-Proceed. Work must be substantially completed within 60 calendar days of Notice-to-Proceed, with five-day notification to the Contracting Officer's Representative and Contracting Officer when work is complete to schedule a final walkthrough and punch list. Work hours are restricted to 7:30 a.m. to 4:00 p.m., and the contractor must comply with OSHA standards, utility interruption procedures requiring three business days' notice and written permission, smoking prohibitions, and prohibition on controlled substances on the project site.
