AMENDMENT 08
16 JULY 2019
THE PURPOSE OF AMENDMENT 08 IS TO:
(a) Provide Questions and Answers #19 - #27
(b) Provide Follow-up Information for Questions #19 - #27
19. Question: Are these parts going to require anodes?
Answer: We suspect part #4 of Appendix 7.1 will require an anode
20. Question: Are these parts going to be racked in vertical or horizontal position?
Answer: Horizontal rack with slight downward angle would prevent drag-out
21. Question: Where and how can we hold these parts, inside or outside?
Answer: Parts may be held by the internal ID of the small hole end.
22. Question: What is the distance between the anodes?
Answer: Unknown at this time. To Be Determined by the awardee. Performance Work Statement (PWS) 3.3 states "Contractor shall verify their design is capable of achieving the estimated required loads per shift based on the expected cycle time". PWS 4.3 states "A Suggested/Sample Tank Schedule is included in Appendix 7.3 which provides the requirements for each station. It should be noted that the tank size information included in the Tank Schedule is based on preliminary sizing. Size the equipment in accordance with calculations based on the performance requirements listed in Section 3". PWS 4.4 states "The following conceptual design drawings are included in the Appendix 7.4 & 7.5".
23. Question: What is the working envelope?
Answer: Unknown at this time. To Be Determined by the awardee.
24. Question: What is the solution level going to be?
Answer: Unknown at this time. To Be Determined by the awardee.
25. Question: Is there only one part for anodizing 5.035 dia x 4.12" long?
Answer: We do not currently offer part anodizing. Correct, see Appendix 7.1.
26. Question: We need parts to fabricate racks.
Answer: Part pictures have been provided. Sample parts and prints will be provided upon award.
27. Question: We need prints to quote.
Answer: Part pictures have been provided. Sample parts and prints will be provided upon award.
Follow-up Information for Questions #19 - #27
The parts listed within the PWS are reference parts which are most commonly processed with our current facility. The plating line will have the capability of processing the listed parts, and have the ability of plating future unknown parts. The Army machine shop and plating facility operate as a job shop producing and plating a very wide variety of parts. We desire the flexibility to process a wide range of parts.
The equipment components consisted within the plating process should be quoted as "multi-purpose" and not necessarily fixated and perfected to parts within the PWS. Per PWS 3.1, "required design capacity...", we are interested in the "capacity" of the plating line to function with the parts listed in 7.1. After award, commonly plated parts will be provided for application of best fit options. Per PWS Appendix 7.1, finishing line table: line capacities are listed. See design schedule within PWS paragraph 8.5.2, & 10.
PWS 3.4 states, "Size all ancillary utilities within the identified scope of supply, rectifiers, chillers, heating requirements, scrubber components, and waste water treatment components based upon the CAPACITY of the plating lines."
We are most interested in the surface area capabilities within a 10 Hr. shift and multi-purpose abilities of the plating line based on capacity.
We understand the complexity and geometry factor of parts, and therefore perfected systems will not be required for initial design proposal. After award, the Government will supply the awardee with parts and prints to allow the awardee to further develop and finalize design in accordance with the design schedule (PWS paragraph 10) from 50% - 100% design within 90 days after award.

AMENDMENT 07
15 JULY 2019
THE PURPOSE OF AMENDMENT 07 IS TO:
(a) Provide Questions and Answers #14 - #18
(b) Provide Photos of parts identified within Appendix 7.1, at Attachment 12
(c) Provide Revised Appendices 7.2.1; 7.2.2; and 7.2.3, at Attachment 13.
These appendices replace the corresponding Appendices at Attachment 02.
(d) Extend the Response date/time to 22 July 2019, not later than 12:00 p.m. Central
14. Question: Is there an estimate of chemical solution drag out (ml/load/hr) for the non-ferrous, ferrous and copper/brass/brightening process?
Answer: No data that Crane has, would be comparable. As stated within the Performance Work Statement (PWS) 5.4.2, "Design will minimize loss through drag-out and extend the life of chemical solutions".
That might include some or all of the following:
• Barrels with tapered holes (bigger on outside), holes as large as possible, slotted holes
• Proper design/use of drip trays
• Optimize part withdrawal rate
• Dwell time before rinsing
• Optimum racking & part geometry
• Sprays rinse over chemical tanks
• Air knives
• Ion exchange on rinse tanks
• Multiple use rinsing
• Reactive rinsing
• Proprietary plating barrels
15. Question: Is there a profile of the waste contamination load for the paint strip operation?
Answer: There is currently no paint strip operation and thus no profile.
16. Question: Is a spent chemical dumps schedule for the finishing lines available?
Answer: No data that Crane has would be comparable. As stated within the PWS 5.4.2 "Design will minimize loss through drag-out and extend the life of chemical solutions."
17. Question: Please define low and high TDS rise water solutions. What is the conductivity of each?
Answer: We desire a system that uses best operating practices for pollution prevention in the plating process with considerations of water conservations while maintaining the discharge limitations of Appendix 7.7. Section 1.3 of the PWS states: "Source elimination, reduction, recycling, treatment and disposal conservation efforts shall be used, refer to Executive Order 13693..."
18. Question: What is the influent TOC of the low TOC and high TOC rise waters to the IX and WWTS?
Answer: We desire a system that uses the best operating practices for pollution prevention in the plating process with considerations of water conservations while maintaining the discharge limitations of Appendix 7.7. Section 1.3 of the PWS states: "Source elimination, reduction, recycling, treatment and disposal conservation efforts shall be used, refer to Executive Order 13693..."

AMENDMENT 06
12 JULY 2019
THE PURPOSE OF AMENDMENT 06 IS TO PROVIDE:
(a) Question and Answer #13
(b) Revised Performance Work Statement (PWS) dated 11 July 2019 at Attachment 11. The PWS at Attachment 11 revises language in paragraph 5.1.4.1 in accordance with Question & Answer #13, and replaces the PWS dated 18 April 2019 at Attachment 01.
13. Question: How many racks for the anodize line vs. ferrous line?
Answer: Paragraph 5.1.4.1 of the PWS at Attachment 01 requires racks be provided. After further consideration, racks are not required. Flight bars are required. The revised PWS at Attachment 11 reflects this change. Racks are not a part of this solicitation, but will be designed and implemented at a later date.

Update #6 ·
AMENDMENT 05
9 JULY 2019
THE PURPOSE OF AMENDMENT 05 IS TO PROVIDE QUESTIONS & ANSWERS #11 AND #12
11. Question: What amperages are the rectifiers? Appendix 7.3 only shows max volts.
Answer: We believe there is enough information in the Performance Work Statement Appendix 7.1 to make the determination on part requirements for voltage and current. Attachment 7.3 voltage is reflective of the max voltage we are using now, but may change if a contractor proposes a method of constant current instead.
12. Question: What is the operating temperature for the following tanks?
Answer: Operating temperatures are in bold, next to each listed tank.
T-IR3, Chromate Conversion (75° - 120° f)
T-IR32, Chromate Conversion Rinse (.
