EVALUATION FACTORS FOR AWARD

Basis for Award:

Award will be made to the Offeror who demonstrates the best value to the Government with appropriate consideration being given to the three evaluation factors: (1) Technical, (2) Past Performance, and (3) Price. Award will be made to the Offeror that provides the best value to the Government considering the evaluation criteria stated herein.

1. As part of the tradeoff determination, the findings of each proposal will be considered in selecting the offer that represents the best overall value to the Government. Therefore, the Government may award to other than the lowest priced Offeror, or other than the highest rated Offeror for the non-price factors. Selection of the Offeror for award will be based on an evaluation of the Technical, Past Performance, and Price factors. The non-price factors will be rated in an adjectival manner. Price will be evaluated but not adjectivally rated.

2. Selection of the successful Offeror will be made following an assessment of each proposal against the solicitation requirements and the cited evaluation criteria. The criteria will be used to evaluate and assess the information provided by the Offerors in response to the information called for in Attachment 05 of the Solicitation.

3. The Government intends to award without discussions; however, the Government reserves the right to open discussions if it is deemed necessary. If the Government determines that discussions are necessary, the Government reserves the right to limit the competitive range for the purpose of efficiency.

4. The Government will evaluate each proposal strictly in accordance with its content except for past performance.

5. Pursuant to FAR 9.103, contracts will only be awarded to contractors that the Contracting Officer determines to be responsible. Separate from the best value source selection criteria, Offerors must be able to demonstrate that they meet the standards of responsibility set forth in FAR 9.104. The Government may conduct a pre-award survey on any Offerors considered for award, to assist in the Contracting Officer's determination of contractor responsibility.

Evaluation Factors and Sub-factors:

Award will be made to the responsible Offeror whose proposal offers the best value to the Government, based on the evaluation of the following Factors and Sub-factors:

a) Technical Factor : Subfactors are Technical Approach, Schedule, Staffing Plan

b) Past Performance Factor

c) Price Factor

The Technical factor is significantly more important than the Past Performance factor. Individually and together the Technical and Past Performance factors are significantly more important than Price. Although Price is not the most important factor, it could become more important if offers under the non-price factors equalize. The closer the ratings in the non-price factors, the more significant Price becomes. The Technical Factor’s subfactors are Technical Approach, Schedule, Staffing Plan. The Technical Approach subfactor is significantly more important than the Schedule and Staffing Plan subfactors individually and together. The Schedule and Staffing Plan subfactors are equal in weight.

Evaluation Approach for Each Factor and Sub-factor:

All proposals shall be subject to evaluation by a team of Government personnel in strict adherence to the evaluation criteria delineated within the solicitation. The Government will evaluate each Offeror against the solicitation criteria in strict accordance with proposal content. The Government will not assume that performance will include areas not specified in the Offeror's proposal. Evaluators shall not consider or use as a basis for evaluation any assumptions, preconceived ideas, or personal knowledge or opinions not supported by material provided in the proposal. However, the Past Performance may use data other than that provided with the Offeror's proposal.

The evaluation process will consider the adequacy of response for each proposal to determine whether the Offeror has completely satisfied the requirements specified in the solicitation. The evaluation process will also consider the feasibility of the Offeror's approach to successfully accomplish the solicitation requirements within the required schedule. A combined Technical/Risk rating, based upon consideration of risk in conjunction with the assessed findings, will be used in determining technical ratings. The combined Technical/ Risk Ratings table is set forth below, at the end of the Technical Factor evaluation section. Evaluation will be conducted at the subfactor level with an overall Technical factor rating assigned based on the individual subfactor ratings and findings. The overall Technical factor rating will take into consideration the subfactors' order of importance and each subfactor's evaluation. If any Technical subfactor is assigned a "Red/Unacceptable" rating, the overall Technical factor rating will be "Red/Unacceptable".

EVALUATION CRITERIA

EVALUATION CRITERIA FOR TECHNICAL FACTOR

a. Technical Approach Subfactor The Government will evaluate the offeror’s Technical Approach to determine whether the offeror provided a thorough, descriptive, realistic, achievable, and supportable Technical Approach in accordance with the solicitation and the Performance Work Statement (PWS).

b. Schedule Subfactor The Government will evaluate the offeror’s Schedule to determine whether the offeror provided a thorough, descriptive, realistic, achievable, and supportable Schedule in accordance with the solicitation and the Performance Work Statement (PWS).

c. Staffing Plan Subfactor The Government will evaluate the offeror’s Staffing Plan to determine whether the offeror has the requisite staff to accomplish the management, technical and administrative services required for solicitation and PWS.

Color Rating
Adjectival Rating
Description
Blue

Purple
Good

Green
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow
Marginal

EVALUATION CRITERIA FOR PAST PERFORMANCE

Past performance information is evaluated as a predictor of future contract performance. The Government will assess the degree of confidence it has that the offeror will successfully complete the requirements in accordance with the contract terms based on the offeror’s demonstrated record of recent, relevant performance.

Offeror refers to the prime contractor and all proposed major subcontractors. A major subcontractor is defined as one whose subcontract will be for more than 25%` of the total proposed price or is considered critical to performance of the contract.

The Government may consider the currency, degree of relevance, source and context of the past performance information it evaluates as well as general trends in performance, and demonstrated corrective actions. A significant achievement, problem, problem resolution or lack of relevant data in any element can become an important consideration in the assessment process. A negative finding any element may result in a lower Past Performance confidence assessment rating.

If absent any recent and relevant past performance history, the offeror will be assigned a Neutral rating and its proposal will not be evaluated either favorably or unfavorably on past performance.

In conducting the past performance evaluation, the Government may use information obtained from other sources, or may use information with regard to other contracts performed by the offeror of which it has knowledge, whether or not those contracts are disclosed by the Government by the offeror.

The Government reserves the right to verify the experience record of cited projects, interview owners and references. The Government may check any or all cited references to verify supplied information. The Government is not required to interview all points of contact identified by offerors.

It is the responsibility of the offeror to provide complete past performance information and thorough explanations.

The Government is not obliged to make another request for the required information.

Adjectival Rating
Description
Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

EVALUATION CRITERIA FOR PRICE FACTOR

Price is an evaluation factor; however, it will not be adjectively scored. The FAR requires that contracts be awarded at prices that are fair and reasonable. The Government will make a fair and reasonable price determination in accordance with FAR 15.404-1(b).

The Government will evaluate offers based on the Total Evaluated Price proposed on the Pricing Matrix. Award will be made to the offeror whose offer is determined to be the Best Value, who is deemed responsible, and whose proposal conforms to the solicitation requirements.
