About this opportunity

The United States Department of Agriculture (USDA) Forest Service is seeking licensed Mental Health Professionals to provide Critical Incident Stress Management (CISM) services through a Blanket Purchase Agreement (BPA). The solicitation calls for clinicians who are independently licensed (Psychiatrist, Psychologist, Counselor, or Social Worker) with at least five years of experience in trauma support and peer support personnel work. Qualified professionals must be able to respond within 48-72 hours of an incident, potentially stay on-site for up to 14 days, and utilize the International Critical Incident Stress Management (ICISF) model. Evaluation will be based on past performance, experience questionnaires, and the ability to meet stringent performance standards outlined in the Quality Assurance Surveillance Plan (QASP). Vendors must submit quotes by April 1, 2025, at 3:00 PM Mountain Standard Time, with all questions due by March 26, 2025, and must be emailed directly to Lindsey Christian.

The procurement is a 100% small business set-aside under NAICS code 621330 with a $9 million size standard, covering a five-year performance period from May 1, 2025, through April 30, 2030. The BPA has a maximum value of $1,000,000 and anticipates approximately 38 critical response incidents and 50 training sessions annually, with peak activity during wildfire season. Place of performance is primarily in Boise, Idaho, but services will be provided on a national basis with flexible delivery options including onsite and virtual support. Current incumbent contractors include 16 existing contract numbers, and the government will reimburse travel expenses according to Federal Travel Regulations. Clinicians must be prepared to provide services during weekdays, weekends, and holidays, with the ability to be on-call and respond quickly to critical incidents involving federal land management agency employees.
